A COMBINED PUBLIC HEARING FOR N C 24 27 FROM N C 740 IN ALBEMARLE TO THE PROPOSED TROY BYPASS (R 0623) WEST OF TROY TIP Project Nos R 2530B B 4974 R 2527 Stanly and Montgomery Counties The North Carolina Department of Transportation ( NCDOT) will hold a Combined Public Hearing on Thursday June 21 2012 between the hours of 4 — 7 p m at the Stanly County Commons (Commissioners Room) located at 1000 N First Street Albemarle The proposed projects involve widening N C 24 27 from N C 740 in Albemarle in Stanly County to the proposed Troy Bypass (R 0623) west of Troy in Montgomery County TIP Project R 2530B involves widening existing N C 24 27 from west of N C 740 to the Pee Dee River in Stanly County from either two or three lane sections of highway to a four lane divided highway with a 23 foot wide raised median from east of Sweet Home Church Road (State Road 1731) and transitioning to a 46 foot depressed median from east of Sweet Home Church Road to the Pee Dee River in Stanly County TIP Project B 4974 involves the replacement of existing Bridge No 51 over the Pee Dee River on the Stanly /Montgomery County Line TIP Project R 2527 involves widening existing N C 24 27 from a two lane highway to a four lane divided highway with a 46 foot depressed median from the Pee Dee River to the proposed Troy Bypass, west of Troy in Montgomery County The total length of the proposed projects is about 14 6 miles long Right of way acquisition is scheduled to begin for the R 2530B project in 2014 followed by construction beginning in 2016 Right of way acquisition for the bridge project B 4974 is scheduled to begin in 2014 followed by construction beginning in 2016 R 2527 is scheduled for right of way acquisition to begin in 2016 followed by construction beginning in 2018 The Troy Bypass project (R 0623) is scheduled to be let to contract in 2014 These dates are tentative and are subject to change The purpose of these projects is to improve traffic flow and the ability to carry future traffic on the section of N C 24 27between N C 740 in Albemarle to the proposed Troy Bypass west of Troy and to maintain a bridge across the Pee Dee River that addresses the needs of the travelling public between Stanly and Montgomery Counties Additional right of way acquisition and the relocation of homes and businesses will be required to construct the project NCDOT representatives will be available in an informal setting to answer questions and receive comments about the proposed project The opportunity to submit written comments or questions will be provided and is encouraged Interested citizens may attend at any time during the above mentioned hours There will be no formal presentation Maps displaying the location and design of the projects and a copy of the environmental document the Environmental Assessment (EA), are currently available for public review at three locations 1) Stanly County Commons 1000 N First Street in Albemarle 2) the Town of Troy (Town Hall) located at 315 North Main Street in Troy and 3) the NCDOT Resident Engineers Office located at 303 Highway 740 Bypass East in Albemarle Copes of the maps are also available upon request at http / /www
