Project Description: This project proposes to replace Bridge No.29,which carries SR1200(Bethany Church Rd)
over a branch of the Perquimans River in Perquimans County,North Carolina.According to the environmental
input request,the undertaking involves the in place replacement of the structure along the existing alignment,
thereby minimizing potential surface and subsurface disturbances at this location.An off-site detour route or
staged construction effort is anticipated. The archaeological Area of Potential Effects(APE)is centered upon
Bridge 29 and measures 1400ft in length (700ft from each bridge end point)and 150ft in width(75ft from each side
of the SR1200 center-line).
SUMMARY OF ARCHAEOLOGICAL RESOURCES REVIEW: hferaAaVlorrO
Brief description of review activities,results of review, and conclusions:
To determine the cultural resource potential of the APE, numerous sources of information were considered. First,
preliminary construction design, funding, and other data was examined for defining the potential impacts to the
APE ground surfaces and for determining the level of effort necessary for Section 106 compliance. Next, a map
review and site file search was conducted at the Office of State Archaeology(OSA)on Monday, March 9, 2015. No
previously documented archaeological sites have been recorded within the boundaries of the APE. However, two
resources (31PQ110 & 31PQ111) lie adjacent to the project's APE and numerous prehistoric archaeological sites
have been documented nearby to the west on landforms similar or identical to those in the project study area.
31PQ110 and 31PQ111 were documented during reconnaissance of selected portions of Perquimans and
Pasquotank Counties(Rogers 1989). Both sites are located on prominent rises adjacent to an unnamed tributary of
the Perquimans River. Both appear to be small sites whose main components belong to the Late Woodland. One
Cashie ceramic sherd was collected from 31PQ110 as surface collecting conditions were poor at the time of the
survey. Each of these sites warrant test excavations to assess buried cultural strata and to collect a more robust _
ceramic sample. The assemblage at 31Pq111 included a soapstone bowl fragment, Morrow Mountain, Guilford,
and Savannah River projectile points, quartz and rhyolite flakes, sand-tempered sherds and Cashie sherds. Also, a
white kaolin pipestem fragment was recovered (Rogers 1989). It appears, based on aerial images,that 31PQ111 is
situated on the southern side of the tributary, thereby presenting a natural site barrier from the existing APE.
31PQ110,too,appears to be just beyond the APE boundary, but may extend into it in the southwestern quadrant.
Additionally, a small cemetery is relegated to the southwestern quadrant as well. Likely beyond the B-5416 APE,
the cemetery shares close proximity to 31PQ110. Therefore, it is suggested that the cemetery be recorded with a
North Carolina archaeological site number and a North Carolina cemetery form be completed for the small
resource regardless of its inclusion within or proximity to the APE.
Examination of National Register of Historic Places (NRHP), State Study Listed (SL), Locally Designated (LD),
Determined Eligible (DE), and Surveyed Site (SS) properties employing resources available on the North Carolina —
State Historic Preservation Office (NCSHPO) website determined no historic structural resources with potential
archaeological deposits were contained in the boundaries of the APE.The(SL)Thomas D.White House is in the
"ARCHAEOLOGICAL SURVEY REQUIRED"form for Minor Transportation Projects as Qualified in the 2007 Programmatic Agreement.

southwestern quadrant, located relatively proximal to the tributary and APE. Many (SS) locations have been
documented in the surrounding area suggesting a long and enduring historic occupation of the area. Furthermore,
historic maps of Perquimans County were appraised for former structure locations, land use patterns, or other
confirmation of historic occupation in the Bridge 29 vicinity. Archaeological/historical reference materials were
reviewed as well. In general, the APE is considered to have a moderate to elevated potential for the recovery of
archaeological artifacts and features based on the cultural data outlined above.
In addition,topographic,geologic,and NRCS soil survey maps(MuA, CO,WnB)were referenced for the evaluation
of geomorphological, pedeological, hydrological, and other environmental-type elements that may have resulted
in past occupation at this location. Finally, review of aerial and on-ground images (NCDOT Spatial Data Viewer,
Google) afforded first-hand perspectives of the overall study area which were useful for assessing localized
disturbances,both natural and human induced,which compromise the integrity of archaeological sites/deposits.
The proximity of potentially important archaeological sites and advantageous hydrology,drainage and topography
suggest an elevated probability for the presence of cultural resources, particularly to the prehistoric end.To be
sure,an in-field subsurface survey of the APE is recommended prior to construction/replacement activities.This
work should seek to determine if 31PQ110 extends into the APE,document the small cemetery in the
southwestern quadrant regardless of its inclusion in the APE,and document any other presently unknown
archaeological resources in the project area.
