Enclosed please find a copy of the Compliance Evaluation Inspection Report for the inspection we
conducted at the Union County C&D Landfill on February 24, 2021. Please note that in the stormwater
inspection report summary we ask that you conduct monthly analytical monitoring and prepare a case
for monitoring relief.

Inspection Summary:
The facility appeared to be well maintained and operated with the proper documentation of monitoring. Tier II response with
monthly monitoring is required along with documentation of other sources of fecal coliform bacteria before monitoring relief

Comment: The facility has conducted and recorded analytical monitoring but the outlets are consistently
over the benchmark limitations for fecal coliform bacteria. There were several si ns of wildlife at
the facility and a farm uses chicken manure for fertilizer on fields above the site Evidence of
these occurrences need to be documented to present for a monitoring relief requeest The
facility also needs to conduct Tier II monitoring and prepare the proper Tier responses TSS also
needs to be reviewed to determine if a Tier response is necessary for consequetive
exceedances of the 100 mg/1 benchmark limitation

Comment: Sediment basins used for the transfer station construction project are being utilized for
stormwater. One of the front sediment basins needs to be cleaned and it is recommended to
install a forebaV for sediment accumulation and easy clean out Some outlets could be improvec
with minor BMPs like street sweeping and installing silt sacks in yard inlets and rock check dams
in swales leading to outlets.
