This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NC0007323. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. ORC Gregory Purcell was highly cooperative with the inspection, and demonstrated efficient and effective operations of the wastewater system. As discussed during this inspection, please ensure that basic operations activities are being recorded in a centralized logbook. Page# 1 3I NPDES yr/mo/day NC0007323 111 121 21/02/25 117 Inspection Type 18 [j (Cont.) 1 Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary) On February 25th, 2021, Alex Lowe of the WSRO conducted a routine compliance inspection at Yanceyville WTP (Permit no. NC0007323). ORC Gregory Purcell was present. ORC Purcell presented well -organized records of self -monitoring data, as well as complete third -party laboratory datasets and CoC forms. Raw data was confirmed to match the data reported on corresponding DMR. ORC was unable to provide a visitation log for the wastewater system, explaining that all communication was centered in digital team communications, or face-to-face check -ins. Lowe impressed the need to keep at least minimal documentation of system operations and maintenance, and ORC Purcell immediately agreed to implement a hard -copy of an operator's notebook. Inspection of the wastewater process showed well -maintained and operated lagoons, disinfection chambers, and a clear and maintained path to the effluent outfall. No evidence of neglect or overgrowth on or around lagoons, and solids separation in the primary lagoon was evident. Observation of the outfall pipe showed notably clear effluent, and no sign of foaming or solids buildup could be observed it the outfall area. All signs point toward consistent and well -executed compliance with the permit regulations. ORC Purcell stated that all communications regarding water treatment were through electronic messaging/email or person -to -person communication. Inspector urged ORC to begin recording any wastewater treatment information in a simple logbook to ensure ease of recall at time of inspection. ORC was immediately cooperative and started a hard -copy logbook that day. First lagoon contained notably higher levels of solids of second lagoon, indicating the gravity -fed settling and decanting system was operating properly. Tops of tubes were covered to keep rainwater out. ORC stated that the tablets are checked on and replaced about twice per week. Effluent Sampling Is composite sampling flow proportional?
