Hello Kaylie:
Thanks for the time review comments. Additional information is provided below...
1. No permanent or temporary impacts for the new dock construction as long as the Owner/Contractor performs
the work in accordance with the Exception in Section R329 of the 2018 NC Residential Code (i.e., wood pilings at
a max spacing of 8-ft on center both directions, driven or jetted down, NO CONCRETE FOOTERS or other
fills). Stated another way, only wood pilings will be placed below the normal pool elevation. Also, wood pilings
to have "fresh water immersion pressure treatment". This is a stronger pressure treatment than standard
"ground contact pressure treatment".
2. On Lot 17, 20' of wall will be replaced, and 60' of new wall is proposed for installation. The length of new
seawall for Lot 17 is misstated on Sheet C-1. The actual length of new seawall is 60'.
Please call or email if you require any additional information.
Thank you.

Terry,
Can you please clarify the following:
1. Are there any permanent or temporary impacts associated with new dock construction on either Lot 16 or Lot
17?
1
2. Please confirm the impact length associated with the rock wall on Lot 17. From the plans provided, it appears
that 20' of wall will be replaced, and 60' of new wall is proposed for installation.
Thanks,
Kaylie Yankura

Subject: Reyner Residence - Lots 16 and 17 - NCWRC comments
Hi David and Kaylie:
I have reviewed the information sent to me about the Reyner Residence Boathouse Seawall Lot 16 and 17
projects, each of which involve the construction of a new boathouse and dock and replacement of existing
seawall, each permanently impacting 0.06 acre and temporarily impacting 0.04 acre of L. Toxaway in
Transylvania County. In addition, Lot 17 project involves the construction of 50 or 60 ft of new seawall. The
project should not impact wild trout and a trout moratorium is not needed for this project.
Neither application notes the proposed construction of a new dock for each lot, but these are mapped on plan
page C-3. In addition, it is unclear if the new seawall for Lot 17 is 50 or 60 ft long, as different numbers are
mentioned in different places. It is unclear if the site is experiencing appreciable erosion; we do not support
the construction of new rock seawalls where banks are relatively stable.
Please note that concrete should be allowed to completely cure (at least 24 hours) in the dry in order to avoid
dangerous pH levels in the lake.
Thank you for allowing me the opportunity to review these projects.
