Cox Pretreatment Coordinator Narrative 1 CITY OF HICKORY 2020 PRETREATMENT ANNUAL REPORT i The Pretreatment Annual report submitted by the City of Hickory contains information from January 1, 2020 — December 31 2020. During this period, 13 industries were monitored. JANUARY - JUNE 2020 • POTW monitoring for thirteen (13) industries occurred. Thirty (30) monitoring events were conducted by the City of Hickory • Self -monitoring by thirteen (13) industries occurred Eighty-five (85) self -monitoring events were conducted. • Zero (0) industries were in SNC for limits or reporting. • Twelve (12) industries were sent thirty-five (35) [self -monitoring data — sixteen (16); City of Hickory data — nineteen (19)] notices of noncompliance with the Industrial Monitoring Program. • Kleen Tech (IUP# 0035) conducted TTO monitoring. (See enclosures) JULY - DECEMBER 2020 • POTW monitoring for thirteen (13) industries occurred. Thirty-one (31) monitoring events were conducted by the City of Hickory. • Self -monitoring by thirteen (13) industries occurred. Sixty-nine (69) self -monitoring events were conducted. • Zero (0) industries were in SNC for limits or reporting. • Twelve (12) industries were sent thirty-four (34) [self -monitoring data — seventeen (17); City of Hickory data — seventeen (17)] notices of noncompliance with the Industrial Monitoring Program. • The City of Hickory conducted TTO monitoring for Kleen Tech (IUP# 0035). (See Enclosures) • The following Henry Fork (NC0040797) IUP's were submitted for renewal: 1. Compost (IUP# 0050) - Submitted 7/24/20 and approved on 8/17/20 - No changes 2. Maple Springs Laundry — Plant 2 (IUP# 0051) ▪ Submitted 10/14/20 and approved on 11/12/20 - Removed IU & POTW monitoring requirement for MBAS 3. Catawba Valley Medical Center (IUP# 0003) - Submitted 11/11/20 and pending approval - No changes 4. Maple Springs Laundry — Plant 1 (IUP# 0015) ▪ Submitted 11/11/20 and pending approval - Removed IU monitoring requirement for MBAS 5. The Sock Factory (IUP# 0017) Submitted 11/11/20 and pending approval Reduced IU monitoring frequency for Ag and removed IU monitoring requirement for Color and MBAS 6. Kleen Tech (IUP# 0035) - Submitted 11/11/20 and pending approval • Removed IU & POTW monitoring requirement for Phenol, Toluene, TTO, and MBAS Other Information: • A copy of the Division's Historical SNC Report has been included. Please note the following correction that is needed: 1. Kleen Tech IUP# 0035 was in SNC for Oil and Grease during the 2nd semi-annual period of 2017 and isn't listed on the Historical SNC. This was noted in the 2018 & 2019 PAR without correction. • A copy of the Division's Pretreatment Program Database has been included for each WWfF with an active PT program Please note the following correction that is needed: - Under PT contacts, Kevin Greer should be replaced with Shawn Pennell with the title of Public Utilities Director. His email is spennell@hickorync.gov (Both databases) • IDSF data listed as "not required" for a semi-annual period indicates that the corresponding industry does not have permit requirements for said parameter and that the monitoring for the other semi-annual period was conducted to satisfy LTMP and/or MMP requirements only. Previous SNC Information: NONE Pretreatment Program Element Updates: • The City of Hickory has implemented the Dental Amalgam Rule by identifying all dental dischargers in the Hickory area. Survey efforts began on 7/16/18 by sending packets that included the model cover letter explaining the Dental Amalgam Rule, EPA fact sheet, and One -Time Compliance Report to 37 dentists/practices Additional dentists/practices were identified through a registry of NC active dentists obtained in 2019. Additional OTCR's were sent to those dischargers. There are currently 40 active dental practices in the City of Hickory's service area. Please note that each practice may have multiple active dentists at the same practice. A summary table is maintained which indicates the dates that the One - Time Compliance Reports were received Our response rate is 100%, as all OTCR's for current practices in the City of Hickory's service area have been received. The POTW performed SIU inspections on 7/30/19 (Sock Factory), 8/9/19 (Shurtape Technologies) and 9/4/19 (Century Furniture). 39. The POTW's certified laboratory performs analyses on conventional parameters, phenols and field parameters (pH and temperature). The POTW also contracts Pace Analytical Services (metals, volatiles) and Blue Ridge Labs (cyanide) to perform analyses. 41 a. Sock Factory was issued Notice of NonCompliances (NoNCs) for chromium limit violations (July and October 2019), BOD limit violations (August and September 2019), a zinc limit violation (September 2019) and a late response to the NoNC (dated 9/20/19) issued for the August 2019 chromium violation. Century Furniture was issued a NoNC for BOD and lead limit violations (August 2019) at Pipe 001 and NoNCs for ammonia limit violations (August and October 2019) at Pipe 002. SUMMARY AND COMMENTS: The records reviewed during the inspection were organized and well maintained. The POTW's Industrial Pretreatment Program was being properly implemented.
