applicant also proposes to construct a 450 sq ft storage building and approximately 2000 sq ft of concrete walkways more than 30 ft away from NWL Field Investigation Report NC Aquarium Page 2 Project Setting The North Carolina Aquarium on Roanoke Island is located on approximately 25 acres of land between Airport Road and the Croatan Sound on the northern end of the Island The property is approximately 10 ft above normal water level (NWL) and is vegetated mostly with typical lawn grasses common landscaping plants and pine trees The Aquarium site consists of the Aquarium building several support warehouses and a paved parking area The tract has approximately 1298 ft of shoreline that is stabilized with rip rap There are no known areas of archaeological significance associated with the project site No submerged aquatic vegetation was observed in the project area Water depths in the Croatan Sound in the area range from -2 ft nearshore to -3 8 ft approximately 180 ft offshore In the area of this project the Croatan Sound is classified as SA by the NC Division of Environmental Management and is closed to shellfish harvesting Development Proposal The North Carolina Aquarium proposes to construct a 220 ft by 8 ft pier to improve public access and to be used for educational programs fishing and other specials events The pier would consist of a 44 ft by 8 ft sectional over land and over the existing rip rapped shoreline leading to a 176 ft by 8 ft section over water The pier would have six platform areas totaling 3 268 sq ft The platform areas consist of a 3 ft by 60 ft kayak launch a 17 ft by 11 ft floating dock a 25 ft by 33 ft educational platform a 37 ft by 16 ft and 26 ft by 16 ft platform at the end of the pier two T platforms both of which are 28 ft by 8 ft and 11 ft by 11 ft and three bump out sections of platform area each of which are 4 ft by 22 ft In order to construct the pier an approximately 25 ft area of rip rap will have to be temporarily removed along the shoreline to allow for the pilings to be driven The rip rap will be mechanically removed and stored 30 ft away from NWL until the pilings are driven and then will be put back in place The proposal also includes the construction of a 450 sq ft storage building and an 8 ft wide concrete walkway leading to the storage building pier and back to the existing brass sea turtle statue all of which total approximately 2000 sq ft and are more than 30 ft away from NWL The site plan also references a 1792 sq ft turtle exhibit building and 950 sq ft of paved parking areas and walkways that are proposed in a 2 "d phase of the construction and are all well outside of any areas of environmental concern Anticipated Impacts The proposed project will shade 4 676 sq ft of Public Trust Area (PTA) and Estuarine Water (EW) Areas of Environmental Concern (AEC) The project will also temporarily disturb approximately 625 sq ft of shallow bottom PTA and EW AEC due to the removal and then replacement of the rip rap along the shoreline The upland development will fill approximately 2 450 sq ft of Estuarine Shoreline (ES) AEC Temporary water turbidity will occur in the project -01 A June 2012 The North Carolina Aquarium on Roanoke Island intends to construct a 220 foot long pier with a Gazebo lower educational platform fishing areas and kayak launch in the Croatan Sound west of the existing Aquarium facility The pier will be used for interpretation educational programs fishing special events and other programs administered by the NC Aquarium staff and others The project will also include a small storage building to contain items used for educational programs including kayaks dip nets PFD s paddles and other program related materials The project will include removal and replacement of some existing armor stone in order to install wooden pilings for the pier foundation This armor stone will be carefully removed using mechanical equipment and stored on the upland area near the new storage budding until it can be replaced upon completion of the piling installation These are large (550 #) clean stones with little to no fine materials expected to be excavated The pier will have interpretive stations benches and a gazebo It will also have two branching fishing areas with ADA compliant benches at each end The pier will have a lower- platform to be -used for educational programs and ADA compliant kayak and - water access This will include a small floating dock and a kayak launch Listed below are the sizes of the various platforms • Gazebo accommodate Aquarium organized kayak tours of the Sound and surrounding waters The pier will be constructed of wood piles girders Joists and decking The pier will have power water electrical services and WIFI capability The kayak launch is a narrow wooden pile supported chute which will assist in getting kayaks from the top of the bank to the water It is not intended for pedestrian use and kayaks will be raised and lowered to the water using ropes This chute is intended to protect the kayaks from damage while placing them into and out of the water and to avoid having to use the pier itself for kayak transfers The water ward end will terminate at the normal water level Stormwater management for the storage shed and the onshore improvements will utilize the existing stormwater management
