The project area is currently undeveloped with several at grade dirt roads and upland cleared areas The wooded areas
are vegetated with a mixture of hardwoods and pines Successional communities are prevalent in those upland disturbed
areas Land use in the vicinity is primarily commercial office park and light industry

Approximately 2 500 linear feet of perennial and intermittent channel

The purpose is to extend Carrington Mill Blvd through the Permiter Park Phase III property and connect to Slater Road
This extension will allow this final phase of Perimeter Park to be open to future commercial development consistent with
the remainder of the office park The project also includes construction of the Mill Spring Greenway inside Perimeter Park
proper The greenway will cross two stream channels but will not incur any impacts other than buffers
3e Describe the overall project in detail including the type of equipment to be used
Carrington Mill Boulevard will be extended through Perimeter park Phase III to Slater Road The road extension will
cross at UT of Stirrup Iron Creek This stream crossing cannot be completely avoided but impacts have been minimized
Mill Spring Greenway is also proposed inside of Perimeter Park This 10 foot wide greenway path will cross two small
streams with concrete spans and no impacts below the ordinary high water line will occur Typical construction
equipment will be used during this construction project such as grades excavators back hoes dump trucks pavers etc

Robert Yelverton of Weeks /Lichtm for a 160 acre property Asa result of these permits the existing culverted crossing on
Carrington Mill Blvd Oust past Tekalec) was constructed These permits were to a different property owner and for a
completely different property configuation at that time Since then Duke Realty has acquired the property currently
depicted in this application and is planning to construct Phase III of Perimeter Park ESI submitted this documentation to
Mr Jamie Shem of the Corps after the delineation was completed and he indicated that this current request should be
viewed as a single and complete project due to the history of this particular site

The applicant has reviewed several designs for the extension of Carrington Mill Blvd and this alignment best meets their
purpose and need Additionally the applicant requested and received approval from the Town of Morrisville to construct the
crossing in a narrower manner eliminating a normally required landscaping median This allowance by the town thus reduced
the amount of proposed stream impact to just 107 feet Without this minimization effort the crossing would have been closer
to 140 feet of impact
