The North Carolina Division of Water Resources conducted an inspection of the Lillington Collection
System on 3/01/2021. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Collection System Permit No. WQCS00297.
The findings and comments noted during this inspection are provided in the enclosed copy of the
inspection report entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

Inspection Summary:
During the inspection it was clear the operators are focused on improvements, striving to avoid long term problems within the
collection system by addressing any needs or deficiencies as soon as they arise.
Pump stations are being inspected either daily or every other day. HPL are being inspected weekly, or after major
rainfall events. These inspections are documented and in the process of transitioning from paper logs to electronic. In
addition to logs, there was a Sewer Maps Book available as well as detailed wall maps of the overall sewer system.
Educational tools include neighborhood handouts, frisbees, can lids, and a 4th of July event (effected in 2020 by COVID
restrictions). Mailing educational information in addition to the current educational methods in place is important. The mailed
information may be included in monthly bills to help reduce postage.
Several manholes were inspected including one on East Ivey Street and in front of the Emily's Crossing Lift Station. In
two of the inspected manholes there were small obstructions from debris. An aerial line and a couple of right-of-ways were
inspected, all clear of debris and maintained. Cleaning records showed 30% (29.62%) of lines were cleaned in 2020, totaling
49.703 ft, surpassing the required 10%.
All six pump stations within the collection system were inspected. The sites were well maintained with proper log
keeping, functioning alarms and well labeled with identifying signage. At each pump station there was a generator on site.
These generators are serviced by a contractor, KB Power. At a couple of the stations the generators had trouble functioning
properly, the contractor was contacted immediately for service. In addition, the generators were not sending a notification to
operators when malfunctioning, this was also relayed to the contractor during the inspection.
