I asked about avoidance and minimization of the crossing and whether the existing crossing at the entrance to the substation could be utilized for the mobile transformer. You informed me that the mobile transformer is transported on a long trailer that has a turning radius that is incompatible with the layout within the existing substation. Thus, a new crossing is needed to position the mobile transformer adjacent to the existing substation. I also inquired about the use of erosion control matting at the stream crossing. Any matting applied to the streambanks should be free of any plastic netting or mesh. If any matting will be used along streambanks, please add this specification to the plan set. 1 One additional item that DWR will need clarification on is the PCN signature of Jacob Jones. He is not listed as the applicant or owner in the application. Can you clarify his relationship to HEMC? The PCN Help Document states: Applicant/Agent's Signature and Date — The applicant should print their name in the first block, then sign and date. NC 15 NCAC 2H .502(f) reads as follows: "Who Must Sign Applications. The application shall be considered a "valid application" only if the application bears the signature of a responsible officer of the company, municipal official, partner or owner. This signature certifies that the applicant has title to the property, has been authorized by the owner to apply for certification or is a public entity and has the power of eminent domain. Said official in signing the application shall also certify that all information contained therein or in support thereof is true and correct to the best of his/her knowledge." Note: The signature cannot be an electronic signature. If an agent is signing for the owner, an agent authorization letter must be attached. A sample authorization letter is available on the Corps web site.
