DWR Question Previous layout? Response Attached are two of the site plans/sketches generated prior to reworking the layouts to avoid and minimize the stream impact. The age restricted (Senior) development was completely removed. The townhome development was significantly reduced. Also attached is the 2018 rezoning plan, where residential was planned on both sides of the road, completely filling the stream and wetland feature (See EX1, EX2, and EX3). DWR Question This is related to rearranging the building layout. Sliding the big box and then adjusting the other two and parking and possibly entrance/access. Just point to various areas. Response The building shift in question from DWR would not meet the building code for parking ratios to be in areas that would service the buildings referenced by DWR. Additionally, in order to meet NCDOT/CDOT standards for road grades, the road area in that section of the site must be filled in/raised to meet grade requirements and connectivity. Since the road elevation must be brought up, the land on that side of the road must be brought up as well, which restricts parking and building area to the current plan. Is it connected and integrated with the new development system and treated with the bmp at the bottom? Response Yes, the current plan is to route the offsite drainage through the proposed ponds. The design of the outlet of the pipe will be as upstream as possible as restricted by topography (See EX4) DWR Question BMP and SW inlet referring to above that feed the wetland and stream. This tied into the system or is there bypass? Response The civil plans are still in preliminary stages. As the topo allows, we will have the southern BMP outflow closer to the road to assist in the continued hydrology of the stream. Since the stormwater system will be treating all of the water coming out of the BMP, the stream's water quality should be better than the current conditions (See EX 4).
