This correspondence is in reference to your letter dated May 14 2012 regarding the Marsh
Swamp BridgeMitigation site located in Halifax County North Carolina on NC 561 This site is
being utilized by the North Carolina Department of Transportation as compensatory mitigation
for wetland impacts associated with project B 3853
On April 16 2012 Rob Ridings of DWQ participated in an inter agency field visit to review the
site and verify that site success criteria had been met
By copy of this letter we are notifying you that no further monitoring of the site will be required
since the construction and success criteria for the mitigation site has been met

As you are aware the Department has monitored the Marsh Swamp Bridge wetland restoration
site since its construction in December of 2004 Located in Halifax County at Bridge No 82
over Marsh Swamp on NC 5611 this site consists of approximately 0 78 acres of wetland
restoration for impacts associated with the B 3853 project The mitigation encompassed
approximately 0 48 acres of riverine swamp wetland by removing an abandoned causeway back
to wetland elevations of the existing adjacent wetlands If the wetland restoration is considered
successful then 0 274 acres of the abandoned causeway restoration will be credited towards the
mitigation requirements for this project The remaining 0 206 acres may be used for a future
project in the same watershed pending U S Army Corps of Engineers approval Additionally
NCDOT restored 0 304 acres of temporary fill in jurisdictional wetlands that was needed for the
onsite detour to preconstruction contours The wetland restoration and temporary on site detour
were constructed and re vegetated with appropriate hardwood species The restoration area must
re attain jurisdictional status at the end of three years hydrologic monitoring was not required for
this project According to permit conditions NCDOT was required to monitor the Marsh
Swamp Bridge mitigation site for three years or until success criteria were met with visual
vegetation monitoring conducted each year ,
During the monitoring period annual monitoring reports were submitted to the appropriate
regulatory agencies via the PDEA Natural Environment Section (NES) website

After three years of visual vegetation monitoring the Marsh Swamp Bridge mitigation site
indicates that the planted species are surviving and wetland restoration area has re attained
jurisdictional status Individual annual monitoring reports are available on NES website for
2009 2011
A site visit was conducted on April 16th 2012 with the regulatory agencies and NCDOT
personnel present It was determined at that meeting that the site success criteria had been met
and that no further monitoring would be required There is however a portion of the site
(approximately 0 17 acre) that is within a tenth of a foot in elevation to the adjacent wetland but
has a definite difference in vegetation type The agencies agreed that DOT can close out the site
and that there may be available assets at the site DOT will place a hold on the site in the debit
ledger to give additional time for it to become more of a wetland and may in the future propose
to use those assets if approved by the agencies NCDOT requests that the appropriate resource
agencies provide written documentation stating that no further monitoring is required and that the
