and Hoke Counties Federal Aid Project No BRNHS 401(14) Division 8 TIP No B 4273

Dear Dr Thorpe
The NC Division of Water Quality has reviewed your submittal for a 401 Water Quality Certification for
the aforementioned project Review of your application revealed it lacking necessary information
required for making an informed permit decision The permit application was deficient in the following
areas
• Please provide a detailed restoration and monitoring plan for the proposed onsite detour
• Section D l a of the PCN you state that coir fiber matting will be placed under the temporary fill for
the detour this product is typically used as erosion control matting and geotextile fabric is used under
temporary fills Please clarify
• Permit Drawing Sheet 1 l of 14 notes excavation to wetlands but this is not identified in your wetland
impact summary Please clarify
• The Lumber River is classified as High Quality Waters In accordance with 15A NCAC 02H 1000 a
stormwater permit is required for this project Please submit a stormwater permit application to the
Mike Lawyer in our Fayetteville Regional Office
• Permit Drawing Sheets 4 and 5 of 14 shows the same symbol for all proposed impacts including
mechanized clearing Please clarify the location of proposed impacts on these sheets
Therefore pursuant to 15A NCAC 2H 0507(a)(5) we will have to place the permit application on hold
until we are supplied the necessary information You have 21 days to respond in writing with the
requested information or notification to this office that the information is forthcoming If at the end of
the 21 days this office has not received this information to writing we will assume you are withdrawing
your application and it will be returned Furthermore until the information is received by the NC
Division of Water Quality we request (by copy of this letter) that the US Army Corps of Engineers place
the permit application on hold
