2020 PAR NARRATIVE
The following is a narrative of the City of Lincolnton Pretreatment Program for 2020. This narrative
outlines general information about the City of Lincolnton Pretreatment Program. This narrative also
outlines the performance of the City of Lincolnton permitted Significant Industrial Users and Categorical
Industrial Users for 2020 and actions, if any, taken against them.
General Information:
General Program Information:
• AT, HWA, LTMP, IWS, SUO, and ERP are up to date.
• Dates on the Division's Database Program Information Sheet are correct.
• No permits lapsed or expired before renewal.
• Dental Amalgam Rule -October 2015, the City began its initial dental screening process utilizing
an online dental questioanaire for dental facilities that use Mercury. Of the 15 questionnaires, one
dental provider questionnaire was returned with the model and name of their amalgam separator.
In 2018, the City sent follow-up letters to 14 of the 15 dental providers, which included a one-time
dental compliance report and information on the new EPA 441 regulation. Twelve of the reports
were returned with the requested information. Two of the letters were not returned because the
information was provided, for one of the letters, that the doctor had passed, and the other name on
the second letter is a hygienist, not a doctor. Aspen Dental also opened a facility utilizing the
City's sewer and submitted its compliance report. The City has seven dental providers that
discharge into its sewer system and they all have amalgam separators, six exempt providers, per
the regulation, and one whose discharge goes to their septic system. The seven dental
dischargers comply with Title 40 of the Code of Federal Regulations Part 441 Dental
Category Compliance.
• No Compliance Judgment Worksheets for SNC with Limits were needed for this report.
• Effective March 1, 2021, I will be retiring and the new Pretreatment Coordinator will be Daniel
Perry.

Narrative — PAR 2020
City of Lincolnton WWTP

General Permit Information:
• The City of Lincolnton revoked the permit of Celadon Recycling Solutions on April 27, 2020. An
SIU approval letter to drop their permit was received from the Division of Water Resources on
August 13, 2020. This SIU stopped discharging its process flow to the City on January 10, 2020,
due to a broken air compressor. This compressor remained broken until March 31, 2020, when
they again started up their discharge. No samples were collected prior to their revocation, but an
IDSF report has been included to reflect any discharge prior to their revocation.
• A drop permit request from the Pretreatment Coordinator for Kaco USA Inc. was received by the
Division on June 23, 2020, and the dropping approval was sent on July 16, 2020. This CIU
process wastewater was evaporated in their unit/water evaporator for the entire year. This CIU did
have process flow from their mold injection room entering pipe 001 and did continue sending
monthly flow discharge reports until receiving authorization to drop their permit. For this reason,
an IDSF report has been included.
• A modified permit was submitted due to a name change for G&W NC Laboratories, LLC. Their
new name is Cosette Pharmaceutical NC Laboratories, LLC. The requesting letter was received by
the Division on February 20, 2020, and the approval from the Division was sent on March 13,
2020, from the PERCS Unit.
• A modified permit was submitted for ST Engineering regarding their TTO sample collection. It
was received by the Division on November 30, 2020, and the approval letter was sent on
December 15, 2020.
SIU and CIU Program Information
IUP # 0021 Cataler North America
This SIU was not in SNC in 2020.
This SIU did not have any violations for the reporting period of January 1, 2020, to June 30, 2020.
This SIU did receive a Notice of Violation for sampling an Ammonia sample outside of their schedule
collection month, for the reporting period of July I, 2020, to December 31, 2020. A written response to this
NOV was submitted and corrective actions were taken to prevent further noncompliance.
IUP # 0012 Cosette Pharmaceutical NC Laboratories LLC/G&W Laboratories (40 CFR 439)
This CIU was not in SNC in 2020.
This CIU did not have any violations for the reporting period of January 1, 2020, to June 30, 2020.

This CIU certifies for some pollutants as not being present as allowed per their permit.
IUP # 0027 EMS Enterprises USA Inc.
This SIU was not in SNC in 2020.
This SIU did not have any violations for the reporting period of January 1, 2020, to June 30, 2020.
This SIU did receive a Notice of Violation because their flow meter was calibrated outside of its due date
for the reporting period of July 1, 2020, to December 31, 2020. Supporting documentation was requested
referencing contact personnel/company and problems with having this meter calibrated. This meter was
calibrated and another meter has been ordered to aid in easier meter calibration.
IUP # 0013 McMurray Fabrics (40 CFR 410)
This CIU was not in SNC in 2020.
This CIU did not have any violations for the reporting period of January 1, 2020, to June 30, 2020.
This CIU did not have any violations for the reporting period of July 1, 2020, to December 31, 2020.
IUP # 0020 ST Engineering LeeBoy (40 CFR 433)
This CIU was not in SNC in 2020.
This CIU did not have any violations for the reporting period of January 1, 2020, to June 30, 2020.
This CIU did receive two Notices of Violation for late submittal of their lab and flow data for the reporting
period of July 1, 2020, to December 31, 2020.
Written responses were received for the NOVs and corrective actions were taken to prevent further late
data submittals.
ST Engineering certifies for TTO as not being present as allowed per their permit.
