This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0004967. Please carefully review the summary of the findings and comments noted during the inspection in the enclosed copy of the inspection report. The Compliance Evaluation inspection was conducted by Division of Water Resources staff from the Asheville Regional Office. The following violation was noted during the inspection: Inspection Area Description of Violation _________________________________________________________________________________________________________________________________________________________________________ End Use-Irrigation Numerous weeds and moisture tolerant grasses are still present in the irrigation field. Permit Condition III.3 a suitable year-round vegetative cover shall be maintained at all times. _________________________________________________________________________________________________________________________________________________________________________ In addition, the issues below must also be addressed: Compliance Issue(s): Influent Line: The report submitted by Anchor QEA to Mr. Laverty on September 9, 2020 concluded there may be a structural integrity issue with a previous influent line repair. At the time of the inspection on January 26, staff indicated the area had been excavated and the pipe was determined to be structurally sound and watertight. Please submit documentation confirming the line is intact and watertight. The Division of Water Resources may pursue enforcement action for this and any additional violations of State law. This inspection was conducted to assess corrective measures and determine whether the facility is being operated and maintained in compliance. Alljuice and RPB systems representatives were present and assisted in the inspection. Influent Screening: Process wastewater exits the facility into an open vault that has a stainless-steel basket to catch solids. It was noted that while this basin appears to be under the buildings overhang, some runoff and one downspout appear to enter the process wastewater vault based on staining of the concrete. This setup should be further assessed as there is the potential for runoff near the vault to enter the waste stream. Influent line: The report submitted to Mr. Laverty on September 9, 2020 indicated there was a potential issue with the structural integrity of the influent line to the irrigation pond. Discussions with facility staff on January 26, indicated Anchor QEA had excavated around the pipe repair and documented the pipe was intact and not in need of further repair/replacement. If so, please submit documentation and confirmation of the pipe’s overall integrity. If the pipe is indeed failing and allowing wastewater to leave the influent line, the pipe must be immediately repaired to prevent an illegal discharge to the surrounding environment. Irrigation Pond: The wastewater pond is unlined based on historical facility documentation. Anchor QEA proposed a modification in the existing footprint of the pond to remove the potential impact on groundwater. The email to Mr. Laverty dated September 9, 2020 indicated they were moving forward with the pond modification design work and application field improvements. Please provide an update, with a timeline, for any planned corrective action. Groundwater Exceedances: The facility has been and is still exceeding state Groundwater Standards at MW-2 for iron, manganese, and ammonia. Findings by Anchor QEA state there is probable impact to groundwater at MW-2 due to ammonification of organic nitrogen from the previous septic system leach field and from the unlined irrigation pond. Groundwater exceedances and associated corrective actions will be addressed separately by the regional hydrogeologist. Irrigation Field: All Juice staff inspect the spray heads every 2-3 weeks. Moisture tolerant weeds and grasses are still present along patches of the irrigation field. The health of the cover crop, tall fescue, has been mentioned in the previous three inspections. To date, active field maintenance and corrective action beyond mowing the field have not occurred. Please note, while the permit does not specifically require the removal of a crop from the field, the permittee is required by permit to maintain a good cover crop and subsequently soils to maximize the fields assimilative capacity for long-term wastewater disposal without potential impacts to ground or surface waters. It was observed and has been noted in previous assessments and inspections a boundary ditch/ephemeral stream runs along the southside of the irrigation field and parallels the wastewater pond. While runoff has not been documented during inspections, visual observations of the field after days of rain reveal areas more prone to water retention and ponding. Steps should be taken, based on the agronomic study, to improve crop and soil health. The low-lying areas, which appear to be outside of the wetted area closest to the ditch, should continually be monitored during application events to determine if the current dosing schedule is causing any oversaturation of the soils. While runoff has not been noted during irrigation, initial findings from transducer readings along this boundary ditch, indicate saturation of the soils immediately following an irrigation event. Based on the agronomic study, to fully optimize the current crop and soils, the irrigation schedule should be altered to allow for longer applications spaced further apart, the intended or similar cover crop needs to be reestablished and the soil should be amended to address high sodium concentrations. Please provide intended corrective action with a timeline. Due to recent rains, could not assess the irrigation system. Areas of the field appear to be oversaturated after several days of rain. The cover crop is partially tall fescue. Drought tolerant weeds have taken over immediately under the spray heads. The field is currently only mowed and the fescue is not removed. Permit specifies 7.05 acres, but the current wetted acreage is approximately 5.8 acres.
