Division of Water Resources (DWR) received your application for renewal of NPDES permit NC0086053 for the Pilot Travel Center #393, located at 3712 Crabtree Road in Waynesville, N.C. In the Fall of 2020, Pilot Travel demolished its wastewater treatment plant and eliminated its discharge by connecting to the Waynesville publicly owned treatment works (POTW) through the Junaluska Sanitary District's collection system. On December 3, 2020, staff in DWR's Asheville Regional Office conducted an inspection that verified that Pilot Travel's treatment system has been closed out. There is no longer a point source discharge to surface waters from Pilot Travel's treatment facility and the treatment system no longer exists. The Asheville Regional Office sent a letter to this effect to you on December 22, 2020, indicating that a NPDES wastewater discharge permit was no longer required. Pursuant to 15A NCAC 02H .0112(b)(3) and 15A NCAC 02H .0114(a) DWR has the authority to revoke a NPDES permit for "a change in any condition that requires either a temporary or permanent reduction or limitation of the permitted discharge." Part II, Section B, Paragraph 13 of the NPDES permit reiterates those legal authorities. Here, a change occurred that resulted in the elimination of the discharge of pollutants through the permitted outfall. Pilot Travel closed its wastewater treatment plant and terminated the permitted discharge by connection to a POTW. Therefore, I am writing to provide 60-days' notice of the Division's intent to revoke NPDES permit NC0086053. Pursuant to N.C. Gen. Stat. §150B-3(b), Pilot Travel has an opportunity to respond.
