I have reviewed the PCN for the DWQ 401/NW12 permit forth is project and have a few item that I will need: • I need a plan sheet that shows the alignment of the dual pipes at both impact sites. I can't tell if you intend baseflow to go through both pipes, or if the second pipe will be offset /raised /have a sill to ensure baseflow only goes through one pipe and stormflow accesses both pipes. We would require the latter unless there's justification for sending baseflow through both pipes. I don't remember either stream being big enough to warrant that. Can you provide a detail for the stream stabilization below Impact Site #2. If you are going to put boulders in the stream (which I agree is completely justified) we need to see a detail to show its going to be done naturally and won't be considered additional impact. You can call it a step /ladder, or boulder drop sequence or whatever but provide something that shows it'll be similar to what we'd see in a steep natural stream. If you can provide these in the next couple weeks I can avoid sending a formal "hold letter' until about 7/5 or so. If you'd rather have a formal letter to provide to your client, that's no problem, I will happily send one out, just let me know. There are 5 sheets: 1. Impact Site 1: Revised plan view showing location of low flow weir. 2. Impact Site 1: Detail showing cross section of low flow weir, pipe countersink, and grade control log. 3. Impact Site 2: Revised plan view showing a location of low flow weir and downstream stabilization and natural boulder velocity check. 4. Impact Site 2: Detail profile view showing step -pool boulder structure below pipe outlet and boulder headwall/bank stabilization. 5. Impact Site 2: Detail showing cross section of low flow weir. The proposed plan at both crossings is for low flow weirs instead of raising the high flow pipe. This is due to the minimum cover condition of the proposed pipes at both locations. Raising one of the pipes would result in less than two feet of cover over the pipes, which is not desirable.
