Narrative:
This site is located in Lake Lure, Rutherford County, North Carolina. The project involves reinforcing
the lake edge with riprap, and removing some unstable trees. The project limits are from property line
to property line (approximately 241 linear feet). The project is within the 25' trout buffer around Lake
Lure. The contractor will use the utmost care and attention to keep all sediment from the site, and
from the riprap from entering the lake water. In order to "work in the dry" and minimize smaller
particles from the riprap being washed into the lake, the contractor plans to use washed riprap, and
load it onto pontoons. By staging the construction from the lake side, this will remove all concern
about site disturbance. Filter Fabric (Mirafi 160N or equal) will be placed in front of the existing lake
edge with the proposed riprap placed on top. The riprap will be taken off the pontoons and placed
directly in front of the existing lake edge. There will be no alteration of the ground contours of the
existing lake edge (no grading) only the placement of riprap.
This construction sequence shall be considered part of the plans.
CONSTRUCTION SEQUENCE
1. BEFORE START OF CONSTRUCTION: CONTRACTOR SHALL VERIFY LOCATIONS AND
ELEVATIONS OF ALL UTILITIES INDICATED.
2. CONTRACTOR IS RESPONSIBLE FOR HAVING ALL UTILITIES LOCATED 48 HOURS
PRIOR TO EXCAVATION
3. THE CONTRACTOR MUST CONTACT THE NORTH CAROLINA ONE CALL AT 1- 800 -632-
4949 PRIOR TO STARTING WORK.
4. THE CONTRACTOR SHALL MAINTAIN POSITIVE DRAINAGE OF STORMWATER RUNOFF
AT ALL TIMES. CONTRACTOR SHALL CONTACT ENGINEER OR SURVEYOR IMMEDIATELY IF
POSITIVE DRAINAGE CANNOT BE MET.
5. OBTAIN SHORELINE PERMIT FROM TOWN OF LAKE LURE.
6. VERY IMPORTANT: CALL TOWN OF LAKE LURE (828 -625 -9983 EXT 502) FOR ON -SITE
INSPECTION AND ON A WEEKLY BASIS AND WITHIN 24 HOURS OF ANY RAIN EVENT
EXCEEDING % INCH. DO NOT BEGIN CONSTRUCTION WITHOUT HOLDING THIS
CONSTRUCTION CONFERENCE.
7, CONTRACTOR TO BRING RIPRAP TO SITE VIA PONTOON
8. CONTRACTOR SHALL PLACE FILTER FABRIC (MIRAFI 160N OR EQUAL) ON THE
EXISTING LAKE EDGE, AND PLACE THE PROPOSED RIPRAP IN FRONT OF THE FILTER
FABRIC.
9. CONTRACTOR TO PLACE RIPRAP BY HAND IN FRONT OF THE EXISTING LAKE EDGE
(NO ADDITIONAL GRADING IS ALLOWED)
10. WHEN ALL CONSTRUCTION IS COMPLETE, AND ALL AREAS. ARE STABILIZED,
CONTRACTOR SHALL CALL TOWN OF LAKE LURE FOR ON -SITE INSPECTION

I visited the site last Thursday so I will not need any photos.
Could you respond to these following remaining items before approval.
Since you requested to have added impacts. Please submit an updated site map with the actual linear feet that will be
impacted and address in the narrative working in the dry.
If you add these items to your email sent on June 13th that should be all that I need.

I will call you shortly to discuss. Things that I will need include:
Proof that the area behind the boathouse needs stabilization. I will schedule a site visit as soon as I can and visit the site.
I need to know the actual linear feet that will be impacted. Your application states 125 linear feet below the normal pool
lake level and 125 linear feet above the normal pool lake level. The new addition would include 315 linear feet.
This total would be 440 feet of linear impact.
Section 5 of general Permit 198200030 states:
Bulkhead and riprap alignments will not.extend farther waterward than an average distance of two (2) feet, maximum
distance of five (5) feet
from the normal pool elevation contour and may5exend rha(feet aiiiaharelIne'
If over 500 linear feet will be impacted then this will initiate and require an individual certificate and approval.
Please be specific and actual with your linear feet impacted because it is close to the threshold.
Address diffuse flow for storm water on the entire lot and address work in the dry and provide appropriate copies to
regional office.
