Willis: This letter transmits a Notice of Violation and assessment of civil penalty in the amount of $415 M ($3 12.50 civil penalty + $102.50 enforcement costs) against Town of Grover. This assessment is based upon the following facts: a review has been conducted of the discharge monitoring report (DMR) submitted by To of Grover for the month of May 2016. This review has shown the subject facility to be in violation of the discharge limitations and/or monitoring requirements found in NPDES WW Permit No. NCO065242. The violation, which occurred in May 2016, is summarized in Attachment A to this letter.
