2020 PAR Narrative
General Information:
I. The Pretreatment Program Information and Historical SNC sheets for WSACC are
enclosed (Enclosure 1). Corrections are marked on the enclosures. WSACC currently has
15 SIUs at the Rocky River Regional WWTP and 16 total SIUs in the program. Also,
Beverly Metcalf and Wyneisha Bell attended a HWA workshop in Salisbury, NC on
January 30, 2020.
II. DEQ conducted an audit inspection of WSACC's pretreatment program on January 28,
2020 and was found satisfactory(Enclosure 2).
III. WSACC received an approval from PERCS, letter dated February 5, 2020, for the
Enforcement Response Plan changes (Enclosure 3).
IV. The PAR for 2019 was approved by DEQ on April 15, 2020 (Enclosure 4).
V. WSACC successfully recertified its ISO 14001 certification for the Environmental
Management System for 2020.
VI. WSACC successfully maintained its OHSA 18001 certification for the Occupational
Health and Safety Program and Public Sector Star certification for 2020.
VII. WSACC conducted a mass mailing to 54 dental facilities regarding the new Dental
Amalgam Rule. We received a response from all of the facilities. Eleven (11) facilities
are exempt from the rule. Forty-three (43) are covered by the rule and submitted the One-
Time Compliance Reports.
VIII. WSACC issues pounds per day limits to the significant industrial users (SIUs). Although
a flow limit is also issued, WSACC does not judge significant noncompliance (SNC) for
this parameter. A notice of noncompliance was sent for flow exceedances. As outlined in
the Comprehensive Guide, Chapter 7, Section E, page 2, flow limits are not required
where all IUP limits are mass based and that the POTW may institute its own policy
relative to flow limit compliance. Also, the definition of "pollutant" in 15A NCAC
2H.0903 (25) does not include flow as a characteristic of wastewater.
SIU Information:
During the January through June 2020 reporting period:
A. CMS Landfill V, IUP#1024, was in SNC for TSS, TKN and ammonia. WSACC issued a
NOV and fine for these violations. WSACC is working with the industry to return to
compliance.

B. Owens Corning, IUP#1041, was SNC for copper. WSACC issued a NOV and fine for
this violation.
C. WSACC submitted a permit modification for S&D Coffee Main IUP#1044 and S&D
Commercial Park IUP#1045 utilizing the Streamlined IUP Submittal Form. PERCS
provided a streamlined IUP review acknowledgement email on February 3, 2020
(Enclosure 5).
D. WSACC submitted a permit modification for Cabarrus HealthCare System Northeast
changing their name to Atrium Health Cabarrus IUP#1010 utilizing the Streamlined IUP
Submittal Form. NCDEQ provided a streamlined IUP review acknowledgement email on
February 17, 2020 (Enclosure 6).
E. WSACC submitted a permit modification for CMS Landfill V IUP#1024 utilizing the
Streamlined IUP Submittal Form. NCDEQ provided a streamlined IUP review
acknowledgement email on March 20, 2020 (Enclosure 7).
F. WSACC submitted a permit modification for CMS Landfill V IUP#1024 utilizing the
Streamlined IUP Submittal Form. NCDEQ provided a streamlined IUP review
acknowledgement email on March 31, 2020 (Enclosure 8).
G. WSACC submitted a permit modification for CMS Landfill V IUP#1024 utilizing the
Streamlined IUP Submittal Form. NCDEQ provided a streamlined IUP review
acknowledgement email on May 25, 2020 (Enclosure 9).
H. WSACC submitted a permit modification for Heritage-Crystal Clean (HCC) IUP#1030
utilizing the Streamlined IUP Submittal Form. NCDEQ provided a streamlined IUP
review acknowledgement email on March 24, 2020 (Enclosure 10).
I. WSACC submitted permit renewals for Star America IUP#1013, Stericycle IUP#1039,
and HeiQ Chem-Tex IUP#1034 utilizing the Streamlined IUP Submittal Form. NCDEQ
provided a streamlined IUP review acknowledgement email on April 2, 2020 (Enclosure
11).
J. WSACC issued an Authorization to Construct (dated April 29, 2020) to S&D Coffee —
Commercial Park Facility for the installation of a pH adjustment system and effluent
monitoring.
K. WSACC issued an Authorization to Construct (dated June 30, 2020) to CMS Landfill V
for the removal of two existing aerators and installation of four new Aeration Industries
International Aire-02 ® Antifouling Aspirators. These changes are expected to increase
the dissolved oxygen levels, while reducing the effluent BOD and ammonia
concentrations. These changes make up Phase 1.

L. WSACC submitted a permit modification for Heritage-Crystal Clean (HCC) IUP#1030
utilizing the Streamlined IUP Submittal Form. NCDEQ provided a streamlined IUP
review acknowledgement email on June 24, 2020 (Enclosure 12).
M. The following SIUs had a few violations but these did not constitute SNC (see IDSF for
percent violations). Notices of noncompliance were sent for these violations of IUP
limitations and/or self-monitoring requirements, which include:
CMS Landfill V, IUP #1024, 6 BOD, 1 COD, 7 TSS, 8 ammonia, 3 TKN violations
(daily max) and 3 BOD, 2 COD, 4 TSS and 5 ammonia violations (monthly average);
Galvan,IUP#1029, 1 flow violation(daily max);
HeiQ Chem-Tex, IUP#1034, 2 ammonia violations (daily max);
IPG, IUP#2001, 1 BOD and 1 ammonia violations (daily max);
Owens Corning, IUP#1041, 1 copper violation (daily max) and 1 copper violation
(monthly average);
S&D—Commercial Park, IUP#1045, 16 pH violations (daily max) and;
Star America,IUP #1013, 1 ammonia violation(daily max).
(NOTE: WSACC requires additional monitoring of SIUs with violations of IUP limits unless the SIU is
sampled on a monthly basis.)
N. Americhem, Atrium Health, Charlotte Water, Hillgrove Water Treatment Plant, Heritage
Crystal Clean, Perdue Farms, S&D Main Facility and Stericycle did not have any
violations of their industrial user pretreatment permits during the reporting period.
During the July through December 2020 reporting period:
O. Heritage Crystal-Clean, IUP#1030, was in SNC for p-Cresol. WSACC issued a NOV and
fine for these violations. The facility will be testing customers to determine the source of
p-Cresol and work to improve pretreatment, including the possibility of adding additional
treatment units.
P. WSACC issued an Authorization to Construct (dated July 29, 2020) to CMS Landfill V
for Phases 2 and 3. During Phase 2, CMS will install baffles in the lagoon to increase
detention time; and Phase 3 will include chemical treatment or addition to the lagoon to
adjust the pH for optimal biological treatment.

WSACC submitted electronically an IUP amendment and Streamlined IUP Submittal
Form on August 19, 2020 for CMS Landfill V IUP#1024 and Heritage-Crystal Clean

IUP#1030. WSACC is awaiting approval from DEQ for both.
R. WSACC submitted electronically an IUP amendment and Streamlined IUP Submittal
Form on September 24, 2020 for Owens Corning IUP#1041 and Perdue Farms
IUP#1026. WSACC is awaiting approval from DEQ for both.
S WSACC submitted electronically a new IUP#1046, synopsis, updated allocation table
and SIU application for Prime Beverage on December 10, 2020. WSACC is awaiting
approval from DEQ for both.
T. The following SIUs had a few violations but these did not constitute SNC (see IDSF for
percent violations). Notices of noncompliance were sent for these violations of IUP
limitations and/or self-monitoring requirements, which include:
CMS Landfill V, IUP #1024, 4 Flow, 5 BOD, 5 TSS, 3 ammonia violations (daily max)
and 2 BOD, 2 COD, 3 TSS and 2 ammonia violations (monthly average);
HeiQ Chem-Tex,IUP#1034, 1 pH violation(daily max);
HCC, IUP#1030, 1 p-Cresol, 2 for 2,4,6 Trichlorophenol (daily max); 1 ammonia, 3 p-
Cresol (monthly average);
IPG, IUP#2001, 1 copper, 3 pH violations (daily max); 3 slug discharges;
Perdue Farms, IUP#1026, 1 BOD, 2 TSS violations (daily max);
S&D—Commercial Park, IUP#1045, 1 ammonia and 33 pH violations (daily max) and;
Stericycle, IUP #1039, Pipe 01 — 1 Flow; Pipe 02 - 1 Flow and 2 pH violations (daily
max).
(NOTE: WSACC requires additional monitoring of SIUs with violations of IUP limits unless the SIU is
sampled on a monthly basis.)
U. Americhem, Atrium Health, Charlotte Water, Hillgrove Water Treatment Plant, Galvan
Industries, Owens Corning, S&D Main Facility and Star America did not have any
violations of their industrial user pretreatment permits during the reporting period.

Waste Reduction Activities:
WSACC participates in the following activities:
1. Collection of office paper, aluminum cans, batteries, cardboard, electronics, fluorescent
bulbs, glass bottles, ink cartridges, oil filters, aerosol cans, scrap metal, and plastic
containers for recycling.
2. Reuse nonpotable water in the plant for:
a. odor control blowdown and flushing water;
b. dechlorination carrier water;
c. pump seal water;
d. centrifuge back drive and bearing cooling water; and
e. incinerator Venturi scrubber.
3. Recycle heat from the furnace to warm the building.
4. Recycle COD vials used in the laboratory.
5. Reuse waste oil from plant equipment to heat the maintenance building.
6. Recycle the defoamer chemical drums back to the manufacturer.
WSACC's Sills participate in several waste reduction activities, which are outlined on the
following pages (Enclosure 13). In addition to the information contained herein, the SIUs listed
below have also implemented the following:
1. Atrium Health Cabarrus has a Mercury Task Force that is continuously looking at ways to
reduce and eliminate mercury within the facility.
2. HCC continues to evaluate/eliminate some of their customers to reduce their COD
loading.
3. Stericycle has increased mercury awareness with their customers and request that they
have zero mercury content in waste handled/processed by Stericycle.

nickel limit violations(CMSLV)and tin and p-cresol limit violations(HCC).Note:HCC is a CIU.

Muddy Creek WWTP—monthly average flow violations reported in January 2019 and February 2019.
35.The POTW performed SIU inspections on 11/21/19(IPG),7/23/19(Stericycle)and 6/10/19(Owens Corning).
39.The POTW performs sampling in lieu of the SIUs. The POTW's certified laboratory performs analyses on conventional parameters,

Water Resources has reviewed the updated Enforcement Response Plan(ERP)for Cabarrus County. The
updated ERP was in response to the Dental Amalgam Rule (40 CFR 441) and was received by the
Division on January 15,2020.
The review indicates that the ERP is adequate and meets the requirements of 15A NCAC 02H .0905
and 40 CFR 403.8 (f)(5).Proper implementation is also required by the County's NPDES permit. The
Division expects you to follow this approved ERP for all enforcement actions. Modifications to this ERP
must be approved by the Division.

VIOLATIONS
The Water and Sewer Authority of Cabarrus County(WSACC),in accord-
. ance with Federal and State regulations is-hereby giving Public Notice.
Listed below are the significant industrial users in significant noncompli-
ance(SNC)with national pretreatment regulations,40 CFR Part 403,and
state pretreatment regulations,15 NCAC 2H.0900,and local pretreatment
regulations during the last 12 months and the parameter in significant
noncompliance:
CMS Landfill V:TSS,TKN,and ammonia
Heritage-Crystal Clean:p-cresol
Owens Corning:copper
A notice of violation was sent to the users and WSACC has been working
directly with the users to prevent future violations and maintain compli-
ance.A continuing effort is being made by the users to maintain compli-
ance.
No adverse effect was observed to the wastewater treatment plant or wa-
ter quality standards during the noncompliance.
