HomeMy WebLinkAboutNCS000483_SCM Inspection SOP-TOK_20210225Revised 09-04-2020 After construction has been completed, the Town Engineer and the Stormwater Engineering Project Coordinator conduct an ‘initial inspection’ inspection to release 50% of the bond for the stormwater control measure (SCM). No less than one year later, the Town Engineer and the Stormwater Engineering Project Coordinator perform a ‘Construction Closeout’ Inspection which allows the remaining bond to be released, if approved. The Owner is then responsible for maintenance and submitting annual reports to the Town Stormwater Division. The SCM is added to one of the master lists. a. Owner Inspected (New SCM’s after 10/01/2007) b. Town Inspected (Old SCM’s before 10/01/2007) For each property that includes one or more SCMs, a folder containing past inspection information, construction plans, printable maps, GIS maps, contact information, and any other useful information for Owner/Town inspections is constantly used and monitored. Per the Town’s O & M: In case of ownership of the SCM should change, the current owner should, within thirty (30) days of transfer of ownership, notify the Town of Kernersville, Stormwater Division of such ownership transfer. Contact information should be updated continually to insure communication between the property owners and the Town. All the Inspection Reports are filed in the Town’s Stormwater records (Post Construction Folder). Owner Inspected: 1) The Stormwater Division notifies the owners when the SCM Inspections are due (30 working days before the upcoming inspection), and they need to be completed by a licensed Professional Engineer or Registered Landscape Architect (this is on the docket to be changed within the ordinance). 2) Owners are required to use the appropriate new revised forms and cover sheet from the Town (https://toknc.com/publication/). It is required that the inspectors use the provided forms to keep inspection documentation consistent. TOWN OF KERNERSVILLE STORMWATER DIVISION SCM INSPECTION SOP Revised 09-04-2020 3) Owners submit reports via the Town’s Stormwater Division’s email tokstormwater@toknc.com or by mail to 509 Michael Street, Kernersville, NC 27284. Attn: Public Services Department, Stormwater Division. The email goes to all staff of the Stormwater Division as well as the Town Engineer. 4) The Stormwater Division revises the reports and if needed, comments or recommendations are sent to the attention of the owner. This is done in efforts to better manage and maintain water runoff quality and to protect the intended functionality of the SCM(s). If there are recommendations for the next inspection cycle, the Stormwater Division will make them at this time. 5) Should any SCM fail inspection, the owner or inspector will send progress reports to the Town until all the work is complete and a final re-inspection is performed and submitted to the Town stating that the SCM has now passed the annual inspection. 6) So long as there is open communication from the owners to the Town, there are no time restrictions to complete these maintenance repairs. For any negligence to comply, the Town is prompt to execute Code Enforcement. 7) If the Town is not notified by the owner or the inspector after 60 Calendar days, the Stormwater Division will attempt to get the annual inspection report. After this, the Stormwater Division follows the steps set forth within the ordinance. 8) The Town of Kernersville reserves the right to spot check the SCMs on a case-by-case basis. (Chapter C, Article IV 4-1.8) Town Inspected: 1) 30 working days before the upcoming inspection, the Stormwater Division notifies the owners that the Town will be inspecting the SCMs. 2) The Town inspector uses the appropriate revised forms. 3) If the SCM is in such a state of required maintenance that the whole inspection cannot be completed, the Stormwater Division will notify the owner of what needs to be completed before the inspection can continue and make a note that once the entire SCM can be accessed, more maintenance items may be necessary. Revised 09-04-2020 4) After the onsite SCM inspection, the Town Stormwater Engineering Project Coordinator will send a copy of the inspection report to the attention of the owner. The report includes many pictures of each of the SCM’s components with clearly marked areas of concern. This is to ensure that the owners are getting a clear understanding about all the highlighted items in the report. 5) Should any SCM fail inspection, the owner is required to inform the Town about any progress of maintenance and repairs. When all the work is complete, the owner is to inform the Town so that a re-inspection is performed in order to pass the annual inspection. 6) Time restriction to complete maintenance and repairs, this is the same as that of the Owner Inspected (see Item #6) This SOP has been revised by: ____________________________________ Wendi Hartup Stormwater Manager
