Bolin Creek Greenway -Phase III REVISED 07/03/12 D 1 a Avoidance & Minimization It s important to first point out that this proposed greenway for a majority of the condor (south side of Bohn Creek) follows an existing OWASA sanitary sewer line and /or existing soil paths In addition this corridor is not simply previously impacted but is predominantly bedrock and rock and has very little pervious soil due to past sewer line construction and sewer line maintenance (see attached photos) Impact Areas 1A & 1B are both for bridge removals these two areas have recently been increased to 30 wide to ensure the construction equipment has enough room to operate in removing the existing structures from the streambed These impacts to the stream and riparian areas will be temporary On the south side of Area 1A OWASA has been utilizing this area as a maintenance access to the sanitary sewer line In Area 1B a footbridge will be constructed to replace this existing bridge Within Impact Area 2 an existing 30 concrete pipe headwall and apron will be removed and will be replaced with a double 24 RCP and new rip rap This is necessary because the existing CMP is shallow and in poor condition additionally the profile of this area needs to be reduced to allow the trail to cross over pipe location without introducing fill into the floodway No new stormwater will be added to this new pipe system Please note that this impact is above the low flow channel but below the OHWM therefore this impact is identified as open water and permanent This revised submittal includes a modification to this previously permitted area the only change here is that the outfall pipe and rip rap has been pulled back to allow for more distance between the outfall pipe and the stream It is important to point out that in this area the greenway trail could not follow the existing sanitary sewer easement because of existing apartments and swimming pool (see sheet 3 of 18) Impact 2A is a new impact area there is a broad swale that is necessary to convey flood flows back to Bohn Creek from the underpass area As per the project engineer given the low invert of the greenway as it passes beneath Pritchard water would be trapped behind an embankment if this swale were not created The swale lowers the right Top of Bank by approximately 15 feet Live staking is proposed to restore the stream banks in this area Impact Areas 3 & 4 are both areas where the trail will be located above the low flow channel but below the OHWM these areas will be graded and topped with concrete and have been identified as open water and permanent It is important to point out that in this area the greenway trail could not follow the existing sanitary sewer easement because of the steep slopes on the south side of the trail However the greenway is following an existing soil path Impact Area 5 is where the low flow channel within the stream will be relocated to the southern side of the channel under the Martin Luther King Blvd arch culvert the greenway trail will be constructed under this structure Cross vanes will be added to redirect the flow to the center of the new channel and boulders are proposed along the southwest side to protect existing footings (new request from NCDOT) Within Impact Area 6 the existing 42 RCP will be cut back a new rip rap pad will be added and the trail will cross over it The rip -rap apron is necessary between the new box culvert and the existing top-of bank to protect the new box culvert the trail and the outfall structures This impact is above the low flow channel but below the OHWM therefore this impact is identified as open water and permanent One other impact area that have been modified is buffer Impact Area P this area has been increased to accommodate regarding of an existing rip rap slope This slope was shown too steep in the previous application This regarding is needed due to the relocation of the stream channel channel under MLK Jr Blvd Please see addIhonaljustification below provided by the project engineer The proposed greenway will be sited for the most part along an existing cleared easement that is currently used by OWASA to access their sanitary sewer facilities on the south side of Bolin Creek This existing access trail was originally benched into the slope on the south side of Bolin Creek for this purpose Further south and away from the stream buffers the land is prohibitively steep for the purpose of greenway construction A greenway alignment along the north side of Bolin Creek was considered however this alignment would have placed the greenway next to the existing Umstead Drive and would have resulted in both high construction costs and significant tree clearing on the north side of the creek Furthermore an alignment of the trail along the north side of Umstead Drive north of Bolin Creek was also considered Such an alignment would offer the benefit of placing the trail on the other side of Umstead Drive from Bohm Creek However this option was not pursued for the following reasons • The existing grade nses steeplyjust north of the drainage ditch north of Umstead Drive There are 10 driveways and one road (Bradley Road) that intersect the north side of Umstead Drive Pre Construction Notification Avoidance & Minimization Bolin Creek Greenway Phase III REVISED 07/03/12 Most of the driveways are already steep with slopes at least 4 1 (25%) in most places Installing a trail across the driveway locations would require a further steepening of each driveway which would make them difficult to access with a car Given the steep slopes that would result vehicles emerging from driveways onto Umstead Drive would present a particular safety hazard for trail users In addition placing a trail along the north side of Umstead would require either extensive and destructive regrading or the installation of a retaining wall for about 2000 linear feet of trail with wing walls at each driveway entrance Given the existing slope and assuming a 10 foot wide trail with 2 shoulders such a wall would be about 5 to 6 feet high on average Sight distances of drivers exiting driveways would be impeded by the height of the wall compounding the safety hazard at each driveway The wall would be quite costly and would most likely require some additional land or easement purchase The resulting greenway trail would be between the wall and the road for this length and this adjacency of greenway and road for such a long stretch would not be optimal from a user safety or comfort standpoint The current drainage system of side ditch with periodic storm drain inlets would have to be replaced by curb and gutter with new curb inlets for at least 2000 linear feet of Umstead Drive Given the site disruption that would occur in such a scenario the design team preferred the alignment that uses a comdor (the OWASA access path) that has already been impacted At the proposed greenways west end the alignment leaves the OWASA easement crosses Bolin Creek at a new bridge that replaces a smaller existing bridge and traverses the existing Umstead Park At the east end of the proposed greenway segment the alignment crosses Umstead Drive and crosses the creek via a new pedestrian bridge to land on the north side of the creek From this location the alignment descends an embankment within Zone 1 in order to cross beneath Martin Luther King Jr Blvd in an existing arch top culvert bridge Emerging from the culvert the greenway links to the existing Bolin creek Greenway north of the Creek and east of MLK Jr Blvd Several alternatives to using the existing culvert as an undercross►ng on its north side were explored in the Concept Plan phase First a surface crossing of MLK near the existing greenway terminus was considered but rejected for reasons of pedestrian safety Second a new tunnel beneath MLK Blvd was considered but rejected for reasons involving the cost to relocate utilities in MLK Blvd and the undes►reabl►ty of requiring greenway travelers to use a long narrow tunnel Third an option to run the greenway from the existing terminus on the north bank through the existing culvert and use a low water crossing to cross to the south bank and from there up a shallower embankment to Umstead Drive and west was considered This option was rejected because of Chapel Hill Stormwater's strong reservations about using a low water crossing and because it would most likely result in unacceptable nses in base flood elevations The present alignment was developed in sites borrow sites and waste pile (spoil) projects including contractor owned or leased borrow pits associated with the project c Sufficient materials required for stabilization and/or repair of erosion control measures and stormwater routing and treatment shall be on site at all times 4 Sediment and Erosion Control Measures Sediment and erosion control measures shall not be placed in wetlands or waters without prior approval from the Division If placement of sediment and erosion control devices in wetlands and waters is unavoidable design and placement of temporary erosion control measures shall not be conducted in a manner that may result in dis equilibrium of wetlands or stream beds or banks adjacent to or upstream and downstream of the above structures All sediment and erosion control devices shall be removed and the natural grade restored within two (2) months of the date that the Division of Land Resources or locally delegated program has released the project 5 Diffuse Flow All stormwater shall be directed as diffuse flow at non - erosive velocities through the protected stream buffers and will not re concentrate before discharging into the stream as
