No 8 PROJECT SUMMARY The applicant proposes to replace the existing 18 culvert with a 36 box culvert Town of Oak Island, c/o John Michaux Page Two 9 PROJECT DESCRIPTION The project is located within the right of way at SE 67`h Street, south of East Oak Island Drive adjacent to the Atlantic Ocean in the Town of Oak Island Brunswick County To find the project site travel south on US Highway 17 to NC Highway 133 South Travel approximately 22 miles south on NC 133 to Dosher Cutoff SE/ NC 133 Turn onto Dosher Cutoff and then turn right at Southport Supply Rd SE/ NC 133 Travel approximately 0 8 mile and turn left onto NC 133 Travel on NC 133 to Oak Island and turn right on East Oak Island Drive Travel approximately 1 mile to SE 676 Street Make a left on 67b Street and the culvert will be located approximately 0 15 miles down the road The project area is located within the road right of way between two freshwater ponds The elevation of the road is approximately 7 83 NGVD 29 High ground vegetation in the right of way consists primarily of lawn grasses and Wax Myrtle (Myrica cer fera) The ponds on either side of the roadway contain various 404 wetland species including but not limited to Common Reed (Phragmites austrahs) Cat Tail (Typha lahfoha) and Bulrush (Scirpus sp) An existing 18 diameter culvert extends across the right of way under the road bed The culvert measures approximately 50 in length A steep bank surrounds the culvert, and evidence of erosion from stormwater run off is present At the time of the two site visits the pipe was completely buried in sediment on the eastern side of the right of way with only a small portion of the pipe exposed to the west The waters of the Atlantic Ocean adjacent to the project site are classified as SB by the North Carolina Division of Water Quality The area is not designated as a Primary Nursery Area (PNA) by the N C Division of Marne Fisheries The subject property is located within the High Hazard Flood Area of Environmental Concern (AEC) as indicated by Zone VE (elevation 18 ) on the Flood Insurance Rate Map The High Hazard Flood Area (VE Zone) associated with the subject property is contiguous to the Atlantic Ocean PROPOSED PROJECT The applicant is proposing to replace the existing 18 round culvert with a 36 wide box culvert The culvert would measure 5 25 in height and would be reduced in a length of 40 to terminate at both banks The replacement of the culvert would require the relocation of an 8 sanitary sewer line a 6 water line electrical and telephone lines As proposed the culvert would be installed approximately 1 deeper than the existing culvert The current elevation at the bottom of the culvert is shown to be 3 41 NGVD 29 The bottom of the new culvert would be installed at an elevation of 2 5 NGVD 29 Riprap would be installed on both ends of the culvert to stabilize both banks The nprap would measure approximately 4 in length along the eastern side of the right of way both to the north and south of the culvert and would measure approximately 9 in length both north and south of the culvert to the western side of the right of way The riprap would measure approximately 6 in width 10 ANTICIPATED LVIPACTS The increased size of the culvert would result in the disturbance of approximately 60 square feet of high ground The increased size of the culvert can be expected to result in increased drainage from the pond to the east and improved wildlife passage The riprap would result in the fill of approximately 104 square feet of high ground and 52 square feet of non Application for Mayor Development Permit 6 Additional Information a Project Narrative The Town of Oak Island is submitting a mayor development permit application for the replacement of an 18 inch culvert crossing under a Town road on SE 67'h St The current culvert is undersized and prone to continued clogging from debris and sediment Due to these issues the property owners upstream of this location experience prolonged flooding during rain events and Town staff are required to clean the culvert frequently The proposed replacement is a box culvert 3 feet wide 5 25 feet high and 40 feet long and will provide increased flow capacity without changing water levels as well as better facilitate wildlife migration Appropriate BMPs will be used to minimize to the maximum extent possible any
