The project is located on the Atlantic Intracoastal Waterway at 100 Spencer Farlow Drive in Carolina Beach, New Hanover County. The overall property operates as Waterfronte Villas condominium complex and marina facility. Permitting history for the property is extensive. The most recent permits issued are Emergency GP #76166 (11/13/2020) for repairs to existing docking facilities damaged by Hurricane Isaias, and Major Renewal / Maintenance #84-05 (2/27/2020) for maintenance dredging within the existing permitted dredging boundary. Alternate permits that have been issued include minor modification #84-05 (12/21/2016), minor modification #84-05 (10/29/2015), minor modification #84-05 (6/9/2006), new express #84-05 (7/8/2005), renewal / transfer #168-96 (7/7/2009), and renewal / transfer #168-96 (9/4/2001). See Appendix B for details. Waters in the project area are classified as SIB and are not open to shellfishing. There are no SAV or shellfish resources present. The applicant proposes major modification to Permit 84-05 for replacement of —265 of the existing degraded bulkhead 2' waterward of the existing location, after which the vacant area will be backfilled with sand. Replacement of the already compromised portions of bulkhead 2' waterward rather than in the original footprint will minimize sediment discharge and potentially dangerous earth slides of the already jeopardized soil stability. Note that the applicant is proposing the replacement of portions of the bulkhead rather than the entire bulkhead in an effort to minimize impacts to coastal wetlands. Approximately 132 square feet of coastal wetlands will be impacted. The proposed construction method of backfill intends to minimize auxiliary impacts to coastal wetlands by focusing construction efforts to within 2 feet of the existing bulkhead. The proposed replacement bulkhead will measure approximately 1' wide and will be constructed of naval style vinyl sheet pile with a wooden cap. The proposed bulkhead will tie to adjacent bulkheads. An 8' wooden walkway will be installed in the original footprint when bulkhead construction concludes. There is no additional upland work proposed on the property. See Appendix A for details.
