An electronic copy of this report has also been sent to Scott Vinson of the North Carolina Department of Environmental Quality (NC DEQ) Raleigh Regional Office and Nathaniel Thornburg of the DEQ Non -Discharge Branch. Summary Description of Wastewater Treatment System The wastewater treatment system provides secondary treatment for a permitted capacity of 3,556 gallons per day (GPD) of domestic wastewater generated from the three existing animal care buildings at the Bingham Facility. Wastewater is conveyed to the AdvanTex secondary wastewater treatment system via a gravity sewer collection system. The AdvanTex secondary wastewater treatment system consists of an 8,000 gallon domestic wastewater septic tank, a 20 gallons per minute (GPM) septic tank effluent pump station, and a 4,000 gallon AdvanTex recirculation tank with two 55 GPM pumps to recirculate wastewater through the two AdvanTex textile media wastewater treatment filter pods. Treated effluent from the Advantex system flows through a chlorine contact tank with sodium hypochlorite injection for disinfection, an ultrasonic flow monitoring system, and a duplex 80 GPM secondary effluent pump station to pump treated wastewater to the 1,122,440 gallon clay -lined wet weather storage basin. A 75,843 gallon clay - lined effluent storage basin is provided at the effluent pump station for secondary storage of effluent. The wet weather storage basin includes a duplex 150 GPM irrigation pump station to convey treated effluent to one of four drip irrigation zones for tertiary treatment in the soils via uptake by the grass, trees, and shrubs in the drip irrigation fields and dispersal into the surficial aquifer. UNC Bingham Facility Wastewater Treatment Plant 2020 Annual Report Page 2 Permit Item IV.14.a. — Permit Limits and Exceedances WWTP Effluent Table 1 lists WWTP effluent limits established by the permit and the number of exceedances identified in 2020. The NC DEQ permit for the facility does not specify limits for the parameters measured; therefore, no exceedances were identified in 2020. Surface water quality standards are established in 15A NCAC 2B (213), and no exceedances of the 2B standards were identified in 2020. Land Application Table 2 is a summary of the land application limits and the number of permit exceedances identified in 2020. Groundwater quality limits established by the NC DEQ permit for the facility, groundwater quality standards established by 15A NCAC 2L, and exceedances identified in 2020 are shown in Tables 3 and 4. Additionally, MW-4 is located upgradient of the irrigation fields. Permit Item IV.14.b. — Irrigation Meter Calibration Bingham Facility flow meter calibration was completed on September 3, 2020 by Clearwater, Inc. Results of the calibrations are included as Exhibit 3. Permit Item IV.14.c. — Residuals On July 28, 2020, 4,000 gallons of septage were removed from the AdvanTex recirculating tank. The removal was completed by Septics-R-Us under Septage Management Firm permit number NCS-01489. Documentation regarding the septage removal is included as Exhibit 4. Permit Item IV.14.d. — Soil Analysis Attached as Exhibit 5 is a copy of the soil fertility analysis of representative soil samples taken from the four drip irrigation fields. The results of the analysis generally indicate low levels of nitrogen and phosphorus in the soil to support indigenous vegetation in the drip fields. Wastewater irrigation to the site will improve soil fertility by providing additional nitrogen and phosphorus nutrients to the soil. Permit Item IV.14.e. — Priority Pollutant Analysis A copy of the NC DEQ priority pollutant scan is attached as Exhibit 6. The priority pollutant analyses identified low concentrations of dimethylphthalate, chlorine, hardness, total dissolved solids, phosphorus, and nitrate.
