year 2020.

2020 Pretreatment Annual Report Narrative
A. General Program Information:
1. The Collection Systems permit, WQCS00150 remains effective June 28, 2018
through February 28, 2026.
2. The Town submitted an updated Enforcement Response Plan to the Municipal Unit in
2020. The Plan was approved by the Division on August 11, 2020. The updated ERP
included the Town's chosen enforcement path for dental dischargers as follows:
"Enforcement actions taken in response to the requirements of 40 CFR Part 441 will
be taken/decided on a case -by -case basis."
3. A pretreatment program sheet was provided by the Municipal Unit and it can be
found following this narrative. There are no changes required for the information
sheet.
4. All permits remained in effect in 2020. There were no new SIUs, and all permits are
current.
5. Dental Amalgam surveys were sent to potential dischargers in 2020. A summary table
is provided at the end of this document.
B. Industrial Users and Compliance Information:
1. American Skins (IUP # 0004)
• This SIU performed all sampling as required, was compliant, and received no
violations for this PAR year.
• This SIU was inspected once and sampled twice by the POTW during this PAR
year.
• The industry provided an updated spill and slug control plan as well as an updated
sludge management plan on June 1, 2020. These have been reviewed by the
POTW and added to the file.
• There were no changes to the process or shifts for this industry. The number of
personnel increased to 140 full time personnel from 120 the previous year.
2. LL Building Products, Inc. (IUP # 0006)
• This CIU performed all sampling as required, was compliant, and received no
violations for this PAR year.
• This CIU was inspected once and sampled twice by the POTW.
• There were no changes to the process, shifts or personnel numbers during 2020.
3. Cardinal Foods, LLC. (IUP # 0007)
• This SIU performed all sampling and reporting as required, was compliant, and
received no violations for this PAR year.
• This SIU was inspected once and sampled twice by the POTW.
• The industry is currently investigating the possibility of expanding and including
cooking of sweet potatoes in its process. The Town of Burgaw and the Town of
Wallace have discussed potential increases to pollutant levels to accommodate an
expansion, as well as potential impacts to the Wallace treatment plant. The POTW
has informed the industry that additional pretreatment will be required in order to
pursue any expansion, and recommended consultation with an engineer to
determine the pretreatment unit needs. The industry has also been provided an
application for Authorization to Construct by the Town of Burgaw.
C. DENTAL AMALGAM COMPLIANCE REPORT SUMMARY INFORMATION
Dental amalgam compliance reports were sent to potential dental dischargers is 2020. A
summary is given in the table below:

441.10(c) = A dental discharger that exclusively practices one or more of the following
dental specialties exempted: oral pathology, oral and maxillofacial radiology, oral and
maxillofacial surgery, orthodontics, periodontics, or prosthodontics.
The Town of Burgaw requests an extension for obtaining completed reports from the
final outstanding dental discharger. We request until April 15th to obtain the final
information.
