Stormwater Permit No. SW6201102
Yarborough Express with Gas PX-0001-20
Cumberland County
Dear Mr. Resnik:
The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater
Management Permit Application for the subject project on November 24, 2020. A review of that
information has determined that the application is not complete. The following information is
needed to continue the stormwater review:
Please include the total drainage area, 82,921 sf, in the drainage area table in Section IV,
10 of the Application.
2. Please provide the original, singed Supplement-EZ Form Cover Sheet (Section V &
Section VI, 3).
3. Please provide the bearings and distances for the project area, in this case the Limit of
Disturbance, in the main set of plans (Section VI, 8i).
4. Please identify the amount (in square feet) of BUA in the main set of plans (Section VI,
8j). The information shown in the Application and Supplement-EZ Form should be
verifiable on the plans.
5. Please delineate the wetlands in the main set of plans or provide a note on the plans
stating that no wetlands exist on -site. Provide documentation of the qualifications and
identity of the individual who made this determination (Section VI, 8m).
6. Please provide the ground surface elevation for SHWT boring 3 so that the elevation of
the SHWT may be verified (Section VI, 9).

7. As designed, the entire amount of new BUA does not drain to the proposed SCM
resulting in the project not meeting the requirements of Runoff Treatment. For example,
part of the northern driveway and the pump station pad do not drain to the sand filter.
Please have all of the new BUA drain to the proposed SCM or if that is not possible due
to site constraints/topography, please demonstrate that the SCM is sized to treat the
volume of runoff generated from all of the BUA of the project (This will result in the
SCM being oversized for its drainage area and this compensates for the untreated new
BUA. This is not something that we often allow, but on a case -by -case basis we will
accept it if there is no other feasible alternatives).
8. Based on the provided information, there is insufficient separation between the SHWT
and the bottom of the sand filter system (Sand Filter MDC 1). Since this is an open -
bottomed design, there must be at least 2 vertical feet of separation between the lowest
point of the sand filter system and the SHWT.
9. The provided storage volume of the sand filter is almost twice the size of the provided
storage volume of the sediment chamber. Per Sand Filter MDC 2, these volumes should,
roughly, be equivalent.
10. From the plans, it appears that water will be conveyed from the sediment chamber to the
sand filter using a perforated PVC riser and pipe. Please elaborate on how this flow will
be evenly be distributed over the sand filter surface (Sand Filter MDC 5).
11. Please correct the following issues with the Supplement-EZ Form:
a. Cover Page:
i. Please provide an original signature (This comment was mentioned
earlier).
b. Drainage Areas Page:
i. The entire site column is an accounting of the entire project site, not just
the on -site portion of the drainage area to the proposed SCM. If there is
BUA that is located on -site, but not within the drainage area to the
proposed SCM, it should be recorded in this column (Such as part of the
northern driveway entrance and the pumping station pad). Also, Line 16 of
this column should be shown and should correspond to Section IV, 8 of
the Application.
c. Sand Filter Page:
i. Line 12 — Since Ft. Bragg is a military installation, it is not required to
have permanent stormwater easements as outlined in General MDC 9.
Since these easements are not required, this item should be "N/a" and a
brief explanation of why this is should be put in Line 43.
ii. Line 24 — Based on plan sheet C-505, the sediment chamber appears to
have a sump between elevations 261 & 262, this area will more or less
remain permanently wet. This item should therefore be "Yes".
iii. Line 28 — For this project, this item is the distance between the permanent
pool elevation in the sediment chamber (262) and the temporary ponding
elevation (264), expressed in inches.
iv. Line 34 — For this project, this item is the distance between the top
elevation of the sand layer (262) and the temporary ponding elevation
(264), expressed in inches.
v. Line 37 — The underdrain system does not distribute flow from the
sediment chamber over the top of the sand layer. Please elaborate on the
flow distribution method (This comment was mentioned earlier).
12. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other
documents.
a. Pdfs must be uploaded using the form at:

Please note that this request for additional information is in response to a preliminary review.
The requested information should be received by this Office prior to January 20, 2021, or
the application will be returned as incomplete. The return of a project will necessitate
resubmittal of all required items, including the application fee. Please reference the State
assigned project number SW6201102 on all correspondence.
If you need additional time to submit the information, please submit your request for a time
extension to the Division at the contact below. The request must indicate the date by which you
expect to submit the required information. The Division is allowed 90 days from the receipt of
a completed application to issue the permit.
The construction of any impervious surfaces, other than a construction entrance under an
approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject
to enforcement action pursuant to NCGS 143-215.6A.
