This letter is with reference to the North Carolina Division of Water Quality s (DWQ) correspondence of
March 14 2011 regarding DWQ Project #09 0229 Ver 2 and will also address the U S Army Corps of
Engineers letter of March 16 2011 Action ID No SAW 2009 00051 Heritage of Faith Family Church
Inc (formerly Frisco Community Church)
In order to address the concerns of the North Carolina Division of Water Quality an additional acre of
Section 404 wetlands with highground pockets has been added to the site and will be included in the
existing 0 65 acre perpetual conservation easement
As currently designed the proposed project will now result in +/ 36 124 square feet of impervious
surfaces on the 130 680 square foot parcel resulting in approximately 28% lot coverage The applicant
submits that the proposed plan will manage stormwater by infiltration since the higher density portion of
the project is located in upland areas and away from surface waters and drainage ways to the maximum
extent practicable

This letter is with reference to the U S Army Corps of Engineers response of March 16 2011 made
with reference to Action ID No SAW 2099 00051 regarding sequencing pursuant to the Memorandum
of Agreement of February 6 1990 between the Department of the Army and the US Environmental
Protection Agency Environmental Professionals Inc (EPI) has been actively engaged with Heritage
of Faith Family Church Inc (formerly Frisco Community Church) to improve their property to allow
for a church campus
An application for impacts to wetlands was tendered to the Corps on March 18 2009 for the purposes
of improving the site as the church campus This request anticipated the need to fill 100 acres of
Corps Jurisdictional wetlands in order to support the church building and two free standing structures
(fellowship hall and youth facilities) as well as required parking and sewage disposal and repair areas
The agencies requested a consideration of avoidance minimization and compensatory mitigation for
that proposal This application was subsequently retired by the DA letter of June 17 2009
The church has since reconsidered the anticipated needs which resulted in the November 30 2010
application A revised application incorporated the inclusion of the fellowship hall and youth facilities
within the two story structure Also considered in that proposal was the construction of a retaining
wall rather than a sloping fill section Even though this resulted in a substantial increase in cost for site
improvements it allowed for stabilization of the foundation of the now two story church These
considerations resulted in a revised application reducing the impacts to 85 acres of fill at the site
With the consideration of avoidance and minimization the church has revised the application to reduce
the fill area in wetlands to 0 66 acres and has added an additional 1 0 acre of mixed wetlands /uplands
to the perpetual conservation easement
Thank you for the opportunity to provide you with information regarding the church efforts over the
last years to seek a plan that will meet their mission while avoiding minimizing and adequately
compensating for the loss of wetlands

The purpose of this letter is to notify you that the North Carolina Ecosystem Enhancement Program ( NCEEP) is willing to accept
payment for compensatory mitigation for impacts associated with the above referenced project as indicated in the table below Please
note that this decision does not assure that participation in the NCEEP will be approved by the permit issuing agencies as mitigation
for project unpacts It is the responsibility of the applicant to contact these agencies to determine if payment to the NCEEP will be
approved You must also comply with all other state federal or local government permits regulations or authorizations associated
with the Drowsed activity including SL 2009 337 An Act to Promote the Use of Compensatory Mitigation Banks as amended by
S L 2011 343
This acceptance is valid for six months from the date of this letter and is not transferable If we have not received a copy of the
issued 404 Permit1401 Certification/CAMA permit within this time frame, this acceptance will expire It is the applicant s
responsibility to send copies of the permits to NCEEP Once NCEEP receives a copy of the permit(s) an invoice will be issued based
on the required mitigation to that permit and payment must be made prior to conducting the authorized work The amount of the In
Lieu Fee to be paid to NCEEP by an applicant is calculated based upon the Fee Schedule and policies listed at www nceep net
Based on the information supplied by you in your request to use the NCEEP the impacts that may require compensatory mitigation are
summarized in the following table The amount of mitigation required for this unpact is determined by permitting agencies
