On behalf of Enviva Pellets Northampton LLC we are pleased to submit the
following project to you for US Army Corps of Engineers (COE) 404 approval using
Nationwide Permit (NWP) 39 We are requesting authorization to permanently impact
0 06 Acres of riparian wetland areas near Gaston NC in Northampton County
The proposed Enviva Pellets Northampton is located in a rural area east of
Gaston & Roanoke Rapids It is bordered by Dominion Power High Power Line to the
East and Interstate 95 is less than a mile to the East The vicinity is mostly comprised
of agricultural and forest land areas The property drains to Lees Creek to the south
and the Roanoke River is 1 mile to the southwest The Northampton County Parcel
Number for this 120 acre property is 4000 75 4062
We are proposing to construct a wood pellet manufacturing and distribution facility on
the subject site The pellets will be distributed to power plants for energy production Local
silviculture will be utilized for the wood materials This facility will provide a substantial boost
to the local economy and the long term employment outlook is excellent since a substantial
amount of pellets has been pre sold
We met with Mr Brown on February 28 2012 at the subject site The jurisdictional
wetland areas were confirmed surveyed and shown on the attached engineering plan sheet
Currently timbering grading and installation of Best Management Practices i e
sedimentation controls are being conducted on the project site The NC Division of Land
Resources Approval Letter has been attached for your files

The project team analyzed potential avoidance and minimization scenarios for the
project area It was determined that the majority of the 2 38 acres of wetland areas shall be
protected There is a small headwater wetland area that we are proposing to fill in the
northwest corner of the property Allowing us to fill this 0 06 acre wetland area will provide
the essential manufacturing area for wood pellet plant production
Stormwater Treatment
The engineering design team has done an excellent fob limiting the impervious
surfaces to 21% on this commercial site The runoff from these areas have been divided into
4 channels totaling approximately 1 700 linear feet They will constructed of a permanent
grass /excelsior lined channels and maintainted to treat stormwater runoff on the subject site
We have attached several items to the attached PCN to assist your staff s review of

acceptable with modifications and herr,by issue this letter of Approval with Modifications The

is required by Title 15A NCAC 4B 0129

Permit NCG01000 (Construction Activities) You should first become familiar with all of the
requirements for compliance with the enclosed general permit.
Notification of Land Resources Sediment and )Erosion Control Self Inspection Pro gam
The Sedimentation Pollution Control Act was amended in 2006 to require that persons responsible
for land disturbing activities inspect a project after each phase of the project to make sure that the
approved erosion and sedimentation control plan is being followed Rules detailing the
documentation of these inspections took effect October 1 2010 The self inspection program is
separate from the weekly self monitoring program of the NPDES Stormwater Permit for
Construction Activities The focus of the self inspection report is the installation and maintenance of
erosion and sedimentation control measures according to the approved plan The inspections must be
conducted after each phase of the project, and continued until permanent ground cover is established
in accordance with NCGS 1134 54 1 and 15A NCAC 4B 0131 The Self Inspection Report form is
