Project Description and History 4a. Describe the existing conditions on the site and the general land use in the vicinityof the project at the time of this application:* The Pine Level Sewer Force Main Replacement project proposes apprommately 20,300 linear feet of newforce main sewer line from the epsting Pine Level pump station on North Peedin Avenue, following an existing gravity sewer line, and ultimately discharging into an epsting manhole adjacent to Outlet Center Dr. The project is located within the municipal and extra -territorial limits of the Town of Pine Level and Johnston County with some minor cut through of properties within the Town of Selma Most of the lines will be installed adjacent to epsting roads, with some being installed cross country following the existing gravity sewer. Adjacent land uses generally consist of agricultural fields and undeveloped forest with some single-family residential homes and commercial properties. 4b. Explain the purpose of the proposed project:* The project will increase the capacity of the sanitary sewer collection system for Pine Level allowing for the town to growfurther in the future as they are nearing their flow capacity. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The project involves the installation of a 12" force main replacement within a proposed utility easement adjacent to an existing utility easement. In most cases the line will be installed in an excavated trench and backfilled with existing soil. Boring with encasement pipes and horizontal directional drill is proposed in two locations to avoid impacts to existing streams. Two open cut stream crossings are proposed with pump -around bypass due to the constraints of the epsting conditions. Disturbed stream banks at crossings will be stabilized with fully biodegradable matting. All temporarily disturbed stream banks, wetlands, and stream buffers will be restored to the original grade, seeded with a native seed mix, and woody vegetation will be allowed to regenerate. it is anticipated proposed permanent easements will be maintained in the future through periodic mowing and brush removal. Erosion control measures such as silt fence will be installed to minimize water quality impacts of soil disturbance at the site. Impacts to aquatic resources associated with the project include temporary impacts to 156 linear feet of potentially jurisdictional streams as well as 0.017 acres of temporary impacts and 0.024 acres of permanent impacts to potentially jurisdictional wetlands. Anticipated equipment to be used includes excavators, dump trucks, and paving equipment for road repair. 4j. The replacement line is located in existing cleared areas to the greatest extent possible to avoid tree removal. 1b. The project is located within the municipal and extra-territorial limits of the Town of Pine Level, Johnston County, and the Town of Selma. The installation of the force main is expected to disturb a total of 13.32 acres of soil, primarily in the excavation and stockpiling of dirt associated with the installation of the proposed force main. The project is located in the Neuse River watershed and in close proximity to Moccasin Creek and Bawdy Swamp. Other named streams in the project vicinity include Buffalo Creek, Polecat Branch, and Quicosin Swamp. All of these streams are classified by the North Carolina Department of Environmental Quality (NCDEQ) as ‘C;NSW’. Class C waters are protected for uses such as secondary recreation, fishing, wildlife, fish consumption, aquatic life including propagation, survival and maintenance of biological integrity, and agriculture. Secondary recreation includes wading, boating, and other uses involving human body contact with water where such activities take place in an infrequent, unorganized, or incidental manner. ‘NSW’ is a supplemental classification intended for waters needing additional nutrient management due to being subject to excessive growth of microscopic or macroscopic vegetation. Moccasin Creek is included in the 2018 ‘303(d) List’ of impaired waters in North Carolina. The project will increase the capacity of the sanitary sewer collection system for Pine Level allowing for the town to grow further in the future as they are nearing their sewer flow capacity. Future growth in the surrounding area is expected to follow existing patterns of commercial and industrial development along major highways with both high and low-density residential development occurring along minor roads. Depletion of groundwater resources may occur if utilized as a water supply for new development. Reduction of the public water supply may occur for future domestic consumption and commercial usage. Cumulative impacts to surface waters within the watershed may include sedimentation and runoff from land clearing activities and stream and wetland crossings associated with new development. Changes to hydrological regimes of streams and rivers within the watershed are anticipated as new development gradually converts forests and farmland to industrial, commercial, and residential uses that require impervious surfaces. Smooth, impervious surfaces such as parking lots or driveways indirectly impact water quality by increasing the quantity and velocity of runoff which normally would infiltrate into pervious soil or be detained by vegetation. The increased volume and velocity of runoff can cause soil erosion along slopes and stream banks. Often turf maintenance practices include the application of fertilizer, herbicides, and pesticides which can wash into downstream areas with surface runoff and affect water quality. In general, these impacts could be mitigated by utilizing best management practices and limiting ground disturbance to the minimum practical. All future impacts to surface waters should be permitted through State and Federal agencies. The Neuse River Basin has buffer protection rules (15A NCAC 02B .0714 - Neuse River Basin: Nutrient Sensitive Waters Management Strategy: Protection and Maintenance of Existing Riparian Buffers) which should provide significant benefits to water quality by ensuring forested buffers are preserved or restored to prevent sediment and other contaminants from reaching surface waters. Any stream sedimentation and soil erosion from land clearing for future development will be regulated through local permitting processes. The Johnston County Code of Ordinances has a Land Development Code (Chapter 14) which includes requirements for land use permitting, site plan review, stormwater management, zoning, and erosion control. The Land Development Code can be an important tool in managing and planning future development in a manner that minimizes impacts to water quality. In summary, it is anticipated that regulatory oversight of new development at the federal, state, and local level should help prevent major impacts to water quality if properly implemented and enforced.
