Amy — based on the nature of the proposed work and our review of the general conditions associated with GC 4133, the
activity will not require pre -construction written approval.
However, if the schedule permits, I typically send a "courtesy' PCN to DWR and USACE whenever work is being
conducted in a jurisdictional water. I do try and make it clear that it's only being submitted as a courtesy, rather than for
written approval.

I did receive confirmation that a pre -filing meeting request isn't needed if you will not be submitting a
PCN for review / written approval. If you need confirmation, you are always welcome to call or email me
for clarification regarding 401 certs / permitting.

If the total temporary impacts to streams will be 500 feet or less and all Conditions of the attached GC
will be met, then written authorization is not required for the project activities you described.
I will update the file in LF to include these temporary repairs. If a PCN will not be submitted, I may need
you to withdraw your request. I'll be in touch with you about that after I receive clarification.

Thanks Amy. No — that was to install a permanent crossing.
The work they are now proposing is to repair some sections of the pipe that have become exposed in
streambeds.
What they will do is fabricate a replacement section of pipe and attach it to the existing pipe via elbows
that will allow it to be installed beneath the creek at a lower depth. They will then remove the old
exposed pipe segment and restore the streambanks. All will be done in the dry, and any impacts will be
temporary.
I have checked everything out and it does not meet any of the criteria for PCN — but thought I'd better
submit this just in case anything changes with the new certification (I don't think so, based on what I've
looked at online).
