On February 10, 2021 a Reconnaissance Inspection was conducted at the subject facility. Inspection
was conducted to insure compliance with NPDES Permit (#NC0024244)and SOC WQ S19-007
conditions and requirements.
Please be advised that in accordance with Item 2. (b.) of the current SOC (SOC WQ S19-007), The
City will submit quarterly progress reports detailing the work and activities undertaken and completed
on upgrades to the collection system and wastewater treatment plant. The reports are to be submitted
as follows: one copy must be mailed to the Mooresville Regional Office Supervisor, Division of Water
Resources/Water Quality Regional Operations Section, 610 East Center Avenue, Suite 301,
Mooresville, NC 28115, and one copy must be mailed to the Water Quality Permitting Section/ NPDES,
1617 Mail Service Center Raleigh, NC 27699-1617. The quarterly reports are due in each respective
office no later than the fifteenth (15th) day of January, April, July, and October for the duration of this
Order.
Please also note in accordance with Item 2. (d.) No later than fifteen (15) calendar days after any date
identified for accomplishment of any activity listed in 2(a.) above, the City shall submit to the Water
Quality Regional Operations Section Regional Supervisor for the Division of Water Resources (DWR)
Mooresville Regional Office written notice of compliance or noncompliance therewith.
Failure to submit status reports are subject to stipulated penalty of $1,000 for first violation; penalty
doubles with each subsequent assessment for late reports.
Review of flow data for calendar year 2020 indicates facility is plagued with high daily flows related to
Inflow and Infiltration (I&I). The I&I is diluting influent BOD resulting in operational issues with Ammoni
Nitrogen removal. Base flow of WWTP appears to be around 3.5 to 3.8 MGD. Yearly average flow was
caculated at 6.25 MGD or 52% of permitted flow of 12.0 MGD.
