On February 12, 2021 a Reconnaissance Inspection was conducted at the subject facility. The
inspection was conducted to insure compliance with NPDES Permit (#NC0021628) and SOC WQ
S18-011 conditions and requirements.
Review of flow data for calendar year 2020 indicates that facility has issues with inflow and infiltration
(I&I). Daily maximum flows recorded during 2020 report six (6) events where Daily Maximum Flow was
greater than (>) 1.04 MGD. The yearly average flow was caculated at 0.467 MGD or 62.27% of the
permitted flow of 0.75 MGD.
At time of inspection effluent was clear with few visible suspended solids.
Please be advised that in accordance with item 2. (b.) of the current SOC (SOC WQ S18-011). The
Town will submit quarterly progress reports detailing the work and activities undertaken and completed
on upgrades to the wastewater treatment plant. The reports are to be submitted as follows: one copy
must be mailed to the Mooresville Regional Office Supervisor, Division of Water Resources/Water
Quality Regional Operations Section, 610 East Center Avenue, Suite 301, Mooresville, NC 28115, and
one copy must be mailed to the Water Quality Permitting Section/NPDES, 1617 Mail Service Center
Raleigh, NC 27699-1617. The quarterly reports are due in each respective office no later than the
thirtieth (30th) day of January, April, July, and October for the duration of the Order.
No later than fourteen (14) calendar days after any date identified for accomplishment of any activity
listed in paragraph 2 (a.), submit to the Director of DWR written notice of compliance or
noncompliance therewith.
Failure to submit status reports are subject to stipulated penalty of $1,000 for the first violation; penalty
doubles with each subsequent assessment for late reports.
