Dear Mr. Busch:
On July 7, 1993 staff from the Mooresville Regional Office
of the North Carolina Division of Environmental Management
sampled your well at 2818 Love Mill Road in Union County. The
as were analyzed for volatile organic compounds and several
inorganic compounds. Volatile organic compounds include a wide
range of manmade compounds including, but not limited to,
gasoline components and chlorinated solvents used as degreasers.
Laboratory results from these samples indicate at the time
of sampling that no volatile organic compounds were present in
your water. The inorganic parameters were all within state and
federal standards. A copy of the laboratory results is enclosed
for your review.

The Groundwater Section has reviewed the subject permit
renewal for a NPDES facility. The facility consist of a septic
tank, dual surface sand filters, chlorination, and two
polishing ponds, all of which is designed to treat 12000 GPD.
The lagoon has reportedly not discharged in several months,
prompting concern that wastewater is infiltrating into the
groundwater.
Regional office groundwater staff noted two important
characteristics of the site during their inspection. One was a
water supply well downgradient of the sand filter and lagoon and
another was evidence of weathered rock at the land surface.
Because of these characteristics the Groundwater Section is
recommending monitoring. With bedrock potentially near the land
surface, the subsurface offers little assimilative capacity for
the waste constituents prior to intersecting the water supply
well.
-- Therefore the Groundwater Section is recommending that the
following conditions be included in the reissued permit per Part
III of the subject 'PEE permit:
1. Within 90 days of permit issuance, three (3) monitor
wells, one (1) upgradient and two (2) downgradient,
shall be installed to monitor groundwater quality. The
well(s) shall be constructed such that the water level
in the well is never above or below the screened (open)
portion of the well at any time during the year. The
exact location of these wells shall be approved by the
Mooresville Regional Office and shall be constructed in
accordance with the conditions of this permit.
The three (3) monitor well shall be sampled initially
after construction and thereafter every April and
October for the following parameters:

The measurement of water level must be made prior to
sampling for the remaining parameters. The depth of
water in each well shall be measured from the surveyed
point on the top of the casing.
The measuring points (top of well casing) of all
monitoring wells shall be surveyed to provide relative
elevations of the measuring point for each monitoring
well.
If TOC concentrations greater than 10 mg/1 are detected
in any downgradient monitoring well, additional
sampling and analysis must be conducted to identify the
individual constituents comprising this TOC
concentration. If the TOC concentration as measured in
the background monitor well exceeds 10 mg/l, this
concentration will be taken to represent the naturally
occurring TOC concentration. Any exceedances of this
naturally occurring TOC concentration in the
downgradient wells shall be subject to the additional
sampling and analysis as described above.
If any volatile organic compounds are detected by method
6230D, or the equivalent method 502.2, then EPA methods 604
and 611 must also be run to detect other organic compounds
which may be present. The results of all analyses specified
in the monitoring requirements, including 604 and 611 if
required, must be submitted simultaneously.
The results of the sampling and analysis shall be sent to
the N.C. Division of Environmental Management
P.O. Box 29535 Raleigh, N.C. 27626-0535 on Form GW-59
(Compliance Monitoring Report Form] every May and
November.
3. The Compliance Boundagy, for the disposal system is
specified by regulations in 15A NCAC 2L, Groundwater
Classifications and Standards. The Compliance Boundary
is established at either (1) 250 feet from the waste
disposal area, or (2) 50 feet within the property
boundary, whichever is closest to the waste disposal
area. An exceedance of Groundwater Quality Standards
at or beyond the Compliance Boundary is subject to
it remediation action in addition to the penalty
provisions applicable under General Statute 143-215.6A
(a) M.

4. Any additional groundwater quality monitoring, as
deemed necessary by the Division, shall be provided.
All wells that are constructed for purposes of
groundwater monitoring shall be constructed in
accordance with 15A NCAC 2C .0108 (Standards of
Construction for Wells Other than Water Supply) and any
other state and local laws and regulations pertaining
to well construction.
6. The Mooresville Regional Office, telephone
number 704-663-1699 shall be notified at least
forty-eight (48) hours prior to the construction of any
monitoring well so that an inspection can be made of
the monitoring well location, Such notification to the
regional groundwater supervisor shall be made during
the normal office hours from 8:00 a.m. until 5:00 p.m.
on Monday through Friday, excluding state holidays.
7. Within sixty (60) days of completion of all monitoring
wells, the permittee shall submit two original copies
of a scaled topographic map (scale no greater than
1:100) signed and sealed by a professional engineer or
a state licensed land surveyor that indicates all of
the following information:
a. the location and identity of each monitoring well,
b. the location of the waste disposal system,
C. the location of all property boundaries,
d. the latitude and longitude of each monitoring
well,
e# the relative elevation of the top of the well
casing (which shall be known as the "measuring
point"),
f. and the depth of water below the measuring point
at the time the measuring point is established.

certification must be received from a professional
engineer certifying that the monitoring wells are
located and constructed in accordance with the Well
Construction Standards 15 and this permit

the Well Completion Form -1 for each well. mail
this certification and the associated -1 forms to the
Permits and Compliance Unit, Groundwater Section, P.O..
Box 29535, Raleigh, ETC, 5 5 555.
9. For the initial sampling of the well as specified
elsewhere in the permit, the pe mittee shall submit
copy of the t --1 form with the Compliance Monitoring
Form -5 ) for that well. Compliance Monitoring
Forms that do not include copies of the -a1 forty will
be returned to the permittee without being processed.
Failure to submit these forms as required by this
permit may result in the initiation of enforcement
activities pursuant to NC General. Statutes 1 4 -1 5.5 m
It is also our recommendation that the Water Quality Section
consider issuing a nondischarge permit instead of a NPDES permit.
Modifications could be made to the lagoon to prevent a discharge
in the future.

On July 7,; 1993 1 visitedthe subject site. There is
hater supply well approximately 500 feet downgradient of the sand
filter and within 1000 feet`of the lagoons. Weathered rock was
observed at the surface rear the water up l well. Based on the
proximity of the well to the lagoons and the fact that the
lagoons are not discharging to surface waters even though they
receive influent daily,, e would recommend that three monitor
wells be installed at the locations shown on the attached asap,

PART IV - EVALUATION AND RECOMMENDATIONS
The Permittee, Union County Public Schools, has applied for
permit renewal. The school is included in the Union County Schools
Special Order by Consent.
The facility has not reported a discharge for several years.
Approximately 2 feet of freeboard was observed in the polishing
pond at the time of inspection. The soils in the area are very
shallow and are probably allowing wastewater to infiltrate into the
subsurface. The groundwater section should comment on the need for
groundwater monitoring wells for the polishing ponds.
This office recommends that the subject permit be renewed.
