Norfleet Temple, PE 1403 NC Highway 50 South Benson, NC 27504 NORTH CAROLINA Environmental Quality March 19, 2020 Subject: Request for Additional Information Stormwater Permit No. SW6191201 Lynn Ridge Subdivision Harnett County Dear Mr. Temple: The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater Management Permit Application for the subject project on February 12, 2020. A review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. Original Comment 7 — "Please show the stream buffer for the stream located east of the project area and west of Lipscomb Road (Section VI, 8p). " Just to clarify, the buffer that I am referring to is a horizontal 30 foot buffer landward of all surface waters ("blue line" streams) as shown on the USGS topographic map. The plans now show the 30' creek buffer so no further action is required to address this issue. 2. Original Comment 9 — "Please replace the text "xxxxxx square feet" with the proposed square footage per lot on the deed restriction form (Section VII). Please also add the stormwater permit number to this form and have it re -signed and re -notarized. " Section II of the Low Density Supplement has calculation areas for lots with a uniform amount of BUA allocated per lot ("For uniform lot sizes") and a calculation areas for lots with different amounts of BUA allocated per lot ("For non -uniform lot sizes"). Since it is indicated on the deed restriction form that each lot will contain the same amount of BUA (2,457 sf), please use the first ("For uniform lot sizes") calculation area. Since this is a slight accounting error, please just provide a hard copy of the updated page of the Supplement and upload a complete updated electronic version of the Supplement to Laserfiche. 3. The "Total Drainage Area" and "On -site Drainage Area" items of Section IV, 10 of the Application should refer to the total project area (1,371,486 sf) instead of the total property area (1,378,171 sf). Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other documents. Pdfs must be uploaded using the form at: hgps://edocs.deq.nc.gov/Forms/SW Project Submittal Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to April 20, 2020, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. Please reference the State assigned project number SW6191201 on all correspondence. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
