Reference our February 23 2012 Public Notice describing the proposal by the Town of
Holden Beach to provide beach restoration along eroding sections of shoreline of the Holden
Beach Brunswick County North Carolina
After review of your proposal, we have received comments from the North Carolina
Division of Marine Fisheries (letter dated March 12 2012) A copy of this letter is enclosed and
has been previously provided to you by email These comments and recommendations are due to
anticipated adverse environmental impacts associated with your project
Our administrative process provides you the opportunity to respond to the resource agency
comments before we make a final permit decision In this regard please review the comments
and recommendations and submit your written response to us on or before June 7t' 2012

The North Carolina Division of Marine Fisheries (DMF) submits the following comments
pursuant to General Statute 113 131 DMF has reviewed the revised CAMA Major permit
application from the Town of Holden Beach regarding the addition of an offshore borrow area
to provide sand for a one time nourishment event on the central reach of Holden Beach
DMF is aware of mapped hard bottom in the vicinity of this borrow area In order to complete
our review of this project DMF requests the following additional information
1 In the Holden Beach Offshore Borrow Investigation Phase II report the side scan sonar
does not indicate hard bottom habitat but the seismic data indicates that there are
areas of hard bottom /mud (3rd reflector) that are very near the surface In Figure 4 2
from that report the depths in the legend appear as though they may be mislabeled
Please verify that this map is correct and that this data does not represent hard bottom
habitat
2 Please provide any locations of hard bottom that were identified outside of the
proposed borrow area Was there avoidance of hard bottom habitat in selecting this
borrow area location?
3 In Attachment A Section 4 1 refers to an established Holden Beach macroinvertebrate
monitoring plan Please provide this plan and any reports describing the results of
monitoring efforts
