Dear Mr. Basinger,
January 12, 2021
We are in receipt of your notice dated December 14, 2020 regarding the violations at our WWTP at
Cedar Park Estates mobile home park.
As stated in our letter dated December 15thconcerning earlier violations of the same nature, even
though there was some question related to contamination of sample containers, the lack of adequate
aeration during the time the facility was down to one blower was the major contributor to the rash of
fecal and other violations. (Ammonia, TSS and BOD). Partially treated and cloudy effluent allowed fine
particles ( i.e. : solids) to "hide" from chlorination reducing its effectiveness. The clarity of the effluent
has improved with the cooler weather despite not having the additional blower in operation. Although
the repaired blower was re -installed and tested on October 27th, 2020, it is currently in a stand- by
position tested with full load 1/week. We have gotten past the need for 2 blowers with the
commencement of winter.
In short, these violations are the residual of non-compliance directly related to lack of aeration / mixing
during the warmer months earlier this year.
