As long as there is no industrial activity in the area (other than construction activities covered under NCG01), we concur
with your statements below. Once construction is complete, industrial activity begins, and SW026 begins to discharge,
then the ISW permit requirements for SW026 will be in effect.

Aana,
MAR-152 (SW026) is still under construction. Once the construction is over and stabilized (probably 3rd quarter 2021)
the outfall will open up and start to discharge. Right now during construction the discharge is from a sediment
basin. The sediment basin is solely for construction activities.
My interpretation is that even if the new ISW permit goes into effect on 5/1/21, since MAR-152 is still under a storm
water construction permit, that quarterly monitoring per the ISW permit for SW026 does not begin until MAR-152's
storm water construction permit is terminated. Once the storm water construction permit is terminated the entire
MAR-152 footprint will then start to discharge out SW026. Up until that time only the portion of the discharge line to
the skimmer basin is being discharged

Just wanted to let you know that the draft permit for NCS000548, Marshall Steam Station, went to public notice starting
today, February 22. The public comment period ends March 23, 2021. Barring extensive public comments or a public
hearing, we should still be on track for an effective date of May 1, 2021.
