The Mooresville Regional Office groundwater staff conducted an investigation of the: National Welders site. During their investigation it was determined that groundwater was fairly deep, greater than 20 feet, and that flog from the lime pond into the groundwater was not occurring in significant quantities. This is apparently the result of the lime sealing the soils below the pond. Groundwater flow may be traveling above this sealed layer and therefore manifesting itself in the nearly creek. The Groundwater Section doses not believe the new seepage collection pond would result in an increased threat to groundwater quality, As long as the collection: pond will be used for reclamation purposes we do not object to the project,. However if the collection pond will be used can a continual basis, then the rules for liner requirements should apply. The new collection lagoon will also be used to store collected groundwater seepage and stormwater for use in reslurrying the lime in the lime pond for removal off-5ite. The need for intercepting stormwater and groundwater seepage is apparently the result of high pH groundwater and st-oar mwater adversely affecting the down gradient receiving stream. The applicant simply states that groundwater flow will move into the collection lagoon without providing any evidence to support; his theory» No evidence of groundwater r depth, hydraulic gradient, sail information, litholo y, velocity, or flow direction is given in the application documents. With my general knowledge of Mecklenburg County, I believe that water will move from the collection lagoon n into the groundwater. The applicant must demonstrate through soils information and hydrogeologic l information that water will flow into the collection lagoon. it is my understanding that the Mooresville Regional office water quality staff wishes to have a liner in the lagoon. This may be due to the fact that National Welders intends to continuously use the collection lagoon for lime res .urryinc purposes;. If the results of the hydroge logical investigation determine that groundwater will flog into the collection lagoon throughout the ear, then the Groundwater Section could agree that a liner would be unnecessary: otherwise, a liner would be required for the collection lagoon and an, alternative for groundwater collection would need to be considered. Also, the fact that a house and water supply wells are less that 400 feet from the collection lagoon and lime ponds would further substantiate the need for a liner. As a result of this corrospondence, National Welders retained AWARE Environmental Inc. (AEI) to develop and implement an assessment program consisting of two shallow groundwater monitoring well, one 1 installed up gradient and one 1) immediately downradint the lime storage pond.. These two wells were sampled and analyzed for pH, magnesium and calcium: The following sections of this report describe the procedures utilized in implementing this assessment, and the analytical results of these groundwater samples. SECTION 2.0 SITE ASSESSMENT ACTIVITIES In accordance with. December 13, 1992 proposal, on February 1.1 1. , 1992, AEI conducted a preliminary assessment of the groundwater quality at the National Welders facility at 5301 Old Dowd Road in Charlotte, forth Carolina. To address the concerns related to possible seepage from the lime storage pond, two shallowgroundwater monitoring wells were permitted, constructed and sampled. one - these wells was located upgradient and one 1 was, constructed immediately downgradient of the lime storage pond. The results of these assessment activities are presented below. 'ell Construction Permit n January 31, 1992, prior to beginning monitoring well construction, AEI submitted are application for a permit t construct two shallow groundwater monitoring wells at the National Welders facility at 5301 Old Dowd load, Charlotte, North Carolina. AEI received authorization to proceed from the North Carolina Department of Environment, Health `& Natural Resources, Division of Environmental ;management Rid on February 10, 1992. Well Construction Permit No. 5®11- was issued on February 12, 1992. Monitorinct Well Construction In order to assess potential impacts the lase storage ponds may have had on the local groundwater quality, two ( shallow groundwater monitoring wells were constructed, one upgradient of the lime storage pond and one (1) downgradient of the lame storage pond seeFigure 1: The borings were advanced utilizing continuous flight hollow stem auger techniques in accordance with ASTM 1 8 . Soil samples were collected on five ( fact intervals using a split -spoon sampler .in accordance with A^S D 1586-84. Each sample was visually ;described in eneral accordance with the Unified Soil classification System (U and the Munsell Soil Color chart, 1988 edition. L In order to minimize the potential for cross contamination between bore holes, all downhele drilling equipment was steam cleaned prier to advancing each hole and prior to .eav g the site. In addition, the split -spoon sampler was thoroughly gashed with phosphate free detergent,, rinsed with tap water and there rinsed with distilled water prier to collectingeach sample. All decontamination water was collected and contained in labeled DOT approved 55-gallon steel drums and left on site for approved disposal by National Welders. Groundwater Samnlina and Analvsis Groundwater samples were collected from both monitoring wells - i and 1 on February 14, 1992. All samples were collected in general accordance with :SPA. sampling protocol as described below. Prior to purging either well, the static water level in each well was measured from the top of the well casing to the nearest 0.01 foot. The water levels were regarded in a field loth bete and used to calculate the volume of water standing .in each well. Dedicated Teflon bailers prepared by Industrial and Environmental Analysts,- Inc. ) were used for the devel ping Purg inn and sampling of wells., New rubber gloves were Oren during the developing/purging and sampling of each well to avoid cross - contamination between the wells. All wells were developed/purged of at least three ) times the calculated volume of water in the 5 given well or until dry, whichever occurred first, prior to collecting groundwater samples. Well purge water was containerized in labeled 55-gallon drums with the rinse water and left on site for approved disposal by National Welders. Samples were collected from each well in EPA approved containers provided by the analytical laboratory. Each container was labeled specifying the date, well number, constituents to be tested for, the time the samples were collected, and the samplers initials. Each sample was logged on a Chain -Of -Custody form, and placed on ice immediately after collection, in preparation for transport via overnight courier to the analytical laboratory. In addition, a small sample of groundwater was placed in a clean beaker for temperature and pH measurement at the time of sample collection, see Table 1. The samples collected were analyzed for total magnesium and calcium in accordance with Inductively Coupled Plasma, SW-846 3rd Addition, Method 6010J. Revision I. The pH was analyzed in accordance with EPA Method 150.1. The results of the analyses are presented in Table 1. The pH results from bath the field measurements and to laboratory analysis indicate that the lime storage ponds have not adversely impacted the pH in the shallow on -site groundwater. The pH in the background well ( --1,) was 6,.3 standard pH units and the pH in the down gradient well 1 was 6.2 standard p units.
