Dear Sirs
The North Carolina Department of Transportation ( NCDOT) proposes improvements to
the section of Kingston Avenue between NC 97 and US 301 Business in Rocky Mount
The focus of these improvements will be widening adding a center turn lane and
installing curb and gutter along this section of roadway Impacts to jurisdictional areas
will occur at two crossings of unnamed tributaries of Little Cokey Swamp These
features are shown as an intermittent stream on the Nash County Soil Survey as well as
the corresponding section of the USGS Quad sheet This project will result in a total of
298 linear feet of stream impacts 12 400 square feet of buffer impacts in Zone 1 and
4200 square feet of buffer impacts in Zone 2 Mitigation for unavoidable impacts
associated with this project will be provided by the NCEEP
NCDOT anticipates that this project will be authorized under a combination of NWPs 13
and 14 with corresponding NCDWQ General Water Quality Certificate # 3885 and 3886
