NOV response for SSO Incident #202100294 I would like to corroborate
the town's SSO report. Although the START date was listed as 01/08/21
The Town did not have Knowledge of the SSO until 1/21/21 when a call
was made to the town that a manhole had been "washed-out" next to a
creek. Upon arriving at the "wash -out" manhole, which happened to be just
a manhole that had been raised in recent years, one of our crew members
smelled sewage coming from the nearby creek. After inspection of the
sewage, we determined the SSO was coming from our force main that was
running underneath the creek bed. In no matter whatsoever was this force
main considered an aerial or creek crossing. This was a force main that
was to be under the creek. But after months of flooding and hard rains we
believe this line became exposed and eventually broke. The town's FIRST
knowledge of this spill was 1/21/21 and we stopped the SSO within an hour
of its existence by turning the lift station pumps off and beginning the pump
and haul method of removal. Repair crews were immediately notified and
Locke Lane Construction made the repair. For the repair to be made
possible we contacted Millers Septic Services to pump and haul and had to
call Energy United Power to come and move a power pole so repairs could
be done safely and effectively. The repair was made in under 24 hours. The
force main was repaired with Ductile Iron and turned into an aerial for future
inspection. From the time we found the SSO to the time it was stopped we
estimated the volume of sewage to 1,000 gallons. The Reason behind our
1/8/21 start date is because of the time we determined the SSO originated.
This SSO was no fault of our own. The Town exhausted all time and
resources to fix, repair and clean this SSO. The town had its crew, 2
different contracted crews along with power crews to help in the fixture of
this force main break. Please take this under consideration as you review
our SSO report.

NOV response for SSO incident #202100276. The SSO occurring at 393
Northwood Park was the last manhole coming into the Northwoods pump
station wet well. It is an outside drop manhole and the blockage was at the
tee, in which case it was blocking sewage from entering the manhole
therefore it was exiting from a backwater valve approximately 10 feet from
the manhole. The spill was remediated with the use of a sewer combo
truck. The chunk of debris we pulled from out of the debris basket seemed
to be a mesh material bag closely resembling a laundry bag. This forgeign
debris had collected other materials and that eventually led to the blockage
of the manhole. Once the blockage was free, the line was jetted all the way
to the next upstream manhole 150 feet. After the line was jetted the town
crews inspected the pipe with the use of our new push camera. I believe it
is worth noting that this main gravity line was slip -lined in 2013 so the
condition of this main line is excellent. After inspection town crews made
sure that the spill was cleaned properly with the use of the combo truck and
the utilization of hydrated lime and straw. Another point lid like to mention is
a majority of our 10% yearly cleaning was done in the area of this pump
station in 2019. Since this spill town crews have made an effort in jetting
more of the main lines that lead to this pump station to ensure that this type
of thing does not happen again.
