Reference is made toward the rescission of the subject State Permit. Staffof our Mooresville Regional Office have confirmed that this facility has shut down it's manufacturing operation and that this permit is no longer required. Therefore, in accordance with your request, State Permit No. WQ0006220 is rescinded, effective immediately. f in the future you wish to land apply sludge as a method of waste disposal you must first apply for and receive a new State Permit. Wastewater generated from washing trailer trucks that are used for transporting medical wastes is disinfected and recycled into the system. There is no hazardous waste that will be utilized at this facility. Since medical waste is incinerated at this facility (incinerator approved by the Mecklenburg County Department of Environmental Protection), the Air Quality Section may wish to comment on issues related to air quality standards. An on -site inspection performed staff of this Office revealed that the facility has not been in operation since 1993. According to Mr. Sean Adkins of WMI, the company plan..s to sell the facility and dishes to renew the permit in order to enable the new owner of the property to be able to operate; the facility immediately. The system is designed to automatically backwash the rinse grater filter adsorbers. Cleaning of the water within the system is accomplished by a centrifugal separator and twin filter absorbers. The vortex centrifugal separator removes the heavier than water turbidity and returns the cleaned water to the holding tank system. Rinse water is further cleaned to remove detergents and any remaining impurities by flowing, through the twin filter adsorbers in series during the rinse cycle. The filters use activated carbon to control odors and remove impurities . The C- S.`4 W closed loop water reclamation system requires an electric _l supply that delivers 230 volts, 3 phase, 40 amp service. Automatic control of the system is accomplished by the use of a heavy duty stager equipped with an integral clock timer. A manual override feature is also provided. III*lr,en�f �r t�in The ARC-35R/45W system may be used with either underground or above ground holding tanks. A three section holding tank system is used. Used wash and rinse water is returned to section one. Section one is designed with an underf low pipe to section two. The underf low design allows oil, wax, and floating materials to remain on top of section one, while sand and material heavier than water settles to the bottom for scavenging, Section two of the holding tank retains water for pick-up by the centrifugal separator pump. The vortex centrifugal separator removes the heavier than water turbidity and returns the cleaned water to section three of the holding tank system. The turbidity is returned to section one for scavenging. The centrifugal separator should operate constantly during business hours providing overflow from section three to section two for aeration and recirculation until needed by the wash or rinse system for use. The second section of the holding tank system may require a float valve to control the level of the water. The fresh water supply is connected to section two cc provide make-up water lost due to drip -off and evaporation. Upon demand of the WASH SYSTEM, the cleaned water is picked up from section three of the storage tank by the service pump and pumped to the wash system. This water has been cleaned by the cenLrifugal'separator and contains much of the detergent from the wash water. Upon demand of the .IN SYSTEM, the cleaned water is picked up from section three of the storage tank by the service pump, and pumped first through filter w2_ adsorber number one in a do flow direction and then through filter adsorber number two in a do flow direction and then direct to the' rinse system, having removed the detergent and remaining impurities from the rinse water. For clean and clear rinse water and extended carbon life, it is important that the filter adsorbers not be allowed to "cake,, on top of the beds. Frequent backwashing is a must. The Reclamatic System is designed to backwash each filter adsorber with water cleaned by the or -her filter adsorber discharging tile impurities back into the section one tank for scavenging, This process keeps the bottom of the beds clean and ready for service. This is an automatic process and is used only by Reclamatic Systems., At a pre -determined time the integral electric time clock cycles the automatic controller, starts Chu service pump and opens and closes the proper valves for backwash of filter #1. Time water is first pumped through filter #2 in a downflow direction, cleaning the water and then through filter #1 in an upf low direction, backwashing with cleaned water leaving the bottom ofthe filter clean and ready for service. The process is reversed for backwash of filter #2. Each filter is normally backwashed every other night. IV. kjLLqm_L_qm�n nt A. Filter Adsorbers - The filters shall be fabricated using high quality welded steel tanks designed for 100 psi working pressure and tested to 150 psi. The tanks shall be 24-inches in diameter by 54-inches Call. The tanks shall be equipped with hand holes in the head and side shell. After fabrication, the steel tanks shall be hot dip galvanized inside and out for maximum corrosion resistance. The tanks shall be supported by structural steel legs to provide access to bottom piping connections. The filter shall use a hub and lateral lower, distribution assembly with fine -3- slots designed for the maximum service flow and utilization of the entire media bed. The hub and lateral distributor shall be fabricated from PVC. Automatic I operation of the filter adsorbers is controlled by a heavy duty time r/SLager and automatic diaphragm valves as subsequently specified. One hundred pounds of gravel and 8 cubic feet of activated carbon media are provided for each filter adsorber (two filters per system). Studies and wastewater plant operations have shown carbon filtration to be effective in the removal of detergents, insecticides, viruses, specific chemical pollutants and odor pollutants. The granular activated carbon media used in the filter adsorbers is a relatively simple procedure. The media utilized in the ARC-35R/45 system is sized to perform both as a filter media and adsorbent, Filtration of the rinse water occurs as it passes through the carbon media and the gravel bed. Physical adsorption occurs when the energy associated with the surface of the media attracts a molecular species from the water. The adsorptive properties of the media are enhanced during the manufacturing process by increasing the pore surface area of each particle. This process "activates*, the carbon media. Saturation of the media occurs when all of the pores are filled with the attracted molecules. The carbon media can be reactivated by heating it in a furnace. However, the media in the ARC-35R/45W is designed for a single use application. The media will be replaced as required to maintain satisfactory performance of the system. Media life can be extended through frequent backwashing of the filters. B. Pumps and Equipment - Each ARC-35R/45W reclamation system will be equipped with two self -priming centrifugal pumps. Pump one will draw water from section three of the holding tank and cause It to flow through the centrifugal separator. Pump one will be equipped with a 6-inch trap complete with a hair and -4- lint strainer to prevent clogging of the centrifugal separator. Pump two is the service pump and provides water for the wash and rinse systems. Pump drivers wall be close coupled 2 horsepower motors operating on a 230 volt, 3 phase power Supply. The pumps'$hall be DS2 Series Pumps manufactured by Sta-Rite Industries, Inc. or equal. C. Centrifugal Separator - The centrifugal separator shall have a carbon Steel body and be operational throughout flow ranges of 19-32 gpm. pressure loss through the separator shall be no greater than 15 psi. Inlet and outlet connections shall be I -inch, NPT. The separator shall allow purging of accumulated solids without disruption of normal operation, The separator shall be Model #IL-0100-a as manufactured by Lakos Separators, USA or equal. D. Air Water Pressure Tank - The service pump shall be interconnected to a Controlled air water system tank, The lank shall be constructed of heavy gauge steel with an enamel exterior fini5h. The air water separator bladder shall be replaceable seamless vinyl. The tank shall have an air charge valve to allow adjustment of the pressure to suit operating conditions w The air charge pressure shall be preset by the manufacturer at 40 psi. The controlled air water system tank will be as manufactured by Con -Aire, or equal. E. Automatic Diaphragm Valves - The in line diaphragm valves shall be of the Y-pattern design, hydraulically operated and pilot controlled. The valves shall have an upper and lower chamber for power closing and opening when required. The diaphragm shall be replaceable without SEOPPing flow and -, I valve parts shall be serviceable with the valve in line. The valve body and cap shall be cast iron or bronze. The diaphragm shall be Buna N or nylon with Buna N seals. The valves shall have screwed end connections. Maximum valve operating pressure shall be 125 psi. Internal valve parts shall be stainless steel or brass. The valves .5- shall be 400 Series as manufactured by AquaMatic or equal. F. Automatic Controls - Pilot operation of the diaphragm valves is controlled by a Series 48 motorized stager as manufactured by AquaMatic or equal . The stager shall sequentially operate the diaphragm valves to direct flow through the filter adsorbers or directly to the service area. The stager shall initiate a backwash cycle when directed by the programmable time switch. The programmable time switch shall be a Model 2A517 as manufactured by Dayton Electric Manufacturing Co., or equal. The stager and time Switch shall be mounted in a single enclosure and affixed to the filter adsorber pipe manifold, The stager/timer control shall be factory set to initiate a backwash cycle at 2:30 AM. Field adjustment of service cycle length and backwash schedule shall be programmable within the stager/timer control to suit required operating conditions. Each filter adsorber is normally backwashed every other day. G. Electrical Components - Electrical components supplied with the ARC- 35R/45W include magnetic starters for the centrifugal pumps and circuit breakers for overload protection. The three phase, full voltage magnetic starters connect the pump motor directly across the line permitting it to draw in rush current during start-up. The starters consist of a magnetically actuated contactor to make and break the motor power circuit, and an overload relay to provide running over current protection. The starter shall be a full voltage non -reversing type and shall carry a UL listing. The starter shall be 230 volt, Nema size 0, model AIOBNOA as manufactured by;Cutler-Hammer or equal. Circuit breakers ;hall be of molded case design with non -interchangeable trips.' Circuit breakers shall be three pole units rated at 20 amps. Circuit breakers shall be model FS320020A by Cutler -Hammer or equal. Panels, systems and included equipment shall be designed and constructed in -6- accordance with NEKA Standards. Panels that include three phase starters or contractors shall be rated for operation on NEKA standard nominal voltage and, shall be capable of secure and reliable operation on the standard power service of the utility company that serves the location. All panels and equipment shall have non -current carrying metallic material electrically bonded and grounded together and to a single point grounding batted connection to enable correction of conduit and/or ground wire terminating at the cabinet. All wiring to and in the various units shall be as required to attain Proper operation of the controlled equipment and accessories. All electrical splices and connections must be mechanically anti electrically secure. Every wire and tube leaving or entering a terminal or connection shall have an identification tape or print affixed therein which shall correspond with its respective adjacent surface code. ff. Holding Tank System - Holding tanks furnished by the Owner's contractor shall have a minimum capacity of 1,500 gallons. Plumbing to the reclaim unit and the carwash equipment is cc be provided by the Owner*s contractor. Piping shall meet all applicable State and local codes. Electrical power and control wiring to the motor starters and controls is to be provided by the Owner's contractor and must meet all applicable State and local requirements. Manhole covers and top of tank covers provided by the Owner's contractor are to meet local codes. V. WajUSQisposal - Disposal of material removed from section one of the holding tanks shall be performed by a licensed waste disposal contractor in accordance with all applicable Health Department regulations. Two dual lance wands (one six foot and one three foot) and nozzles. Operation: (WASH) Connect high pressure rubber hose and wand to one of the four connecting points on the wash pad. Select a wash cycle on the remote control station at the wash pad. You may select high pressure cold water or high pressure hot water, or inject a detergent or a disinfectant into the water. Move the hose to either of the four connecting points as necessary. Use the six foot wand for exterior washing and the three foot wand for interior cleaning. System also includes an air compressor with a cross connect to the supply line for freeze protection. Note: the change over time between water and chemical is determined by the length of the supply lines. In this case it will be longf we have approximately 150t of supply line. Water Reclamation: Two stage water reclaim system. Gravity fed oil interceptor. Rain tight cover for sand pit. Oil/sludge tank. Three water processing tanks. Overflow tank. Dechlorinator (if required). Operation: (WATER) As the vehicle is washed the dirty or waste water collects in the sand pit in the wash pad. Water reclaimation begins here. The sand pit should be fitted with a down -turned ninety degree elbow. This permits the lighter than water waste products to rise above the flow level of the water. Oil and water separation begins here. The waste water travels through gravity flow into an oil interceptor. Again through siphoning the water and oil are separated. The water flows from there to the first tank of the water reclaim system. oil flows from the interceptor to an oil/sludge tank. The oil/sludge tank must meet both local code and any applicable environmental regulations.
