In accordance Nvith NC State Administrative Code 15A NCAC 02T, effective September 1. 2006, the recycle system at Pineville -Ready-Mix Plant meets the requirements of Section .1003(a) for systems to be deemed permitted. The recycle system at Pineville Ready -Mix Plant is not required to apply for future permit renewals or modifications provided that the facility continues to comply with the requirements of 15A NCAC 02T .1000. In accordance with Regulation 15A. NCAC 021 ,1003(a)(2), the recycle system at Pineville 'Ready -Mix Plant shall operate with sufficient storage capacity to contain the runoff from a 24-hour, 25-year storm event plus one foot freeboard. As per the rescission request dated February 7, 2007, the recycle system at Pineville Ready -Mix Plant shall operate with a freeboard of no less than 35.2-inches (23.2 inches to accommodate a 25-year storm in addition to the required 12-inehes). Please be advised that NC State Administrative Code 15A NCAC 02T .1003(a) requires that a Spill Control Plan be maintained for r the Facility. The Spill Control Plan shall at a minimum addresses the following items: a. Contact phone numbers for 24-hour response, including weekends and holidays; b. Charlotte, NC 28273 Dear Mr. Flealu-nan: RECEIVED I DENR DWQ AQUIFFR-PRC)TFCIION SECTION In light of the recent amendments to North Carolina Administrative Code, Title I 5A, Subchapter 2T, effective September 1, 2006, Cemex is requesting the rescission of Permit WQ0008919. For this purpose enclosed you will find form RRPWRS 10-06, an entire site drawing, and a scaled drawing of the existing recycle water basin system along with calculations used to determine the storage capacity required to contain a 25-year storm event. In addition, information submitted along with the original permit application has been included for ease of review. Water inputs into the recycling system include rain water form contributing areas and water used during normal operations, such as to rinse a truck after it is loaded. Water from the recycling basin system is returned for use into additional concrete batching at a 50 % rate. Currently, the recycling basin is not used to rinse out our drums at the end of each work day. The end -of -day rinse out is done at the adjacent drying slab using mostly rock (rock out) and small amounts or recycled water. Rinsing of the mixer drums returns a small amount of water and concrete fines into the basin. The recycle basin is cleaned out routinely with the onsite front-end loader and the slurry is transferred to an adjacent onsite drying area. This rn.aterial is disposed of offsite after it dries. The recycle water system at this facility is designed to manage a 25-year storm event with approximately 1.61 feet of free board (see attached drawing/calculations). Since all other additions of water to the system are manually controlled, this facility can operate to meet the requirements of Rule 15A NCAC 02T.1003 (a) (2). CEMEX also maintains a spill response plan at the facility per NC Stormwater regulations which includes annual training and phone contacts of 24 hour emergency spill PO. Additionally, this facility is regulated by NCDENR Stonnwater Permit NCG140000 which does not allow routine discharges of water from the recycle basin. A release or spill from the recycle basin will migrate to the drying slab area, which it is able to hold the 10-yr flood by itself. It should be noted that in the event of a -year storm in a 4-hour period would mean that the plant will not normally be operating therefore the additional volume of wafer produced by normal operations will not be produced, in turn producing an additional safety margin to the design of the basin. The facility must notify the appropriate Division regional office in writing noting the owner, location., and .that the design complies with the above criteria. Recycling of wash and rinse water at vehicle wash facilities provided the wastewater is contained within concrete, steel or sy-nthetic structures (i..e. not including earthen basins), all vehicle washing is conducted under roof and there are no precipitation inputs (direct or indirect), and the facility develops and maintains a spill control plan in the event of a wastewater release. (4) The reuse or return of wastewater within the treatment works of a permitted wastewater treatment system. (b) The Director rnay determine that a system should not be deemed permitted in accordance with this Rule and Rule .0113 of this Subchapter. Neither of the systems have been modified in any way, so only Sections I and II were completed as well as the Applicant's Certification. Both systems are designed to capture process water generated from the ready -mix concrete production operations, which includes rinsing of mixer truck exteriors, rinsing out the inside of the mixer -drums,, washing down the facility grounds, and miscellaneous discharges generated in the batching of concrete. The water enters a series of collection basins where solids settle out. The clarified water is then pumped to be used again for batching concrete and rinsing out the inside of mixer drums. It has been my understanding that since the current general stormwater permit for ready -mix concrete facilities addresses process water discharges, we did not need to have and maintain non -discharge pernits for wastewater recycle systems. That is why renewals were not previously submitted at the time of the permits' expiration. If we are required to have these permits, then all other companies should be as well. Please check the files to see how many other recycle systems for ready -mix plants have non -discharge permits. ROLI,°v,4 AD.9fINISTR4 TIi CODE 03/05/93 RECYCLE SYSTEM DESCRIPTION CHARLOTTE SOUTH PLANT PURPOSE: The purpose of the recycle system is to provide an area to dry returned concrete, collect and store process and storm water and to provide for utilization of collected water to manufacture ready mix concrete. WASTE WATER COLLECTION Areas that generate process water and areas where the storm water is contaminated with cement are drained into the recycle basin. The recycle basin is designed to accommodate all process water generated, storm water runoff from normal. rainfall, storm water runoff from the 100 year flood and 1100 cubic feet of settled solids. The elevation of the drying slab in relation to the elevation`of the recycle basin is set to allow the drying slab to store storm water runoff from the 100 year flood. The areas that water is collected from are as follows: 1. Drying slab 3750 SF 2. Recycle Basin 1100 SF 3. Driveway Under Plant 600 SF 4. Rinse Station 1280 SF The water generated from these areas is collected by an opened top concrete "U" ditch to facilitate inspection and cleaning of the drainage system. Areas that water is collected from are separated from adjacent areas by curbs and grade changes. This prevents storm water from noncollected areas from entering the recycle basin and causing it to over flow. WATER UTILIZATION SYSTEM A 7.5 horsepower self priming centrifugal pump (catalog cut enclosed) with a floating intake and associated piping distribute water to points of use. The recycled water is connected to dedicated plant water piping and is used to mix ready mix concrete. The waste rater is recirculated through the system to rinse out mixers, to rinse off the driveway under the batch plant and to rinse off the inclined slab in the recycle basin. DRYING SLAB When concrete i,s returned to the plant it, is spread out in a thin layer on the drying slab. When the concrete is hydrated/dryed it is stockpiled on the drying slab, screened and incorporated into new concrete. The settled solids from the recycle basin are mixed with the reclaimed material prior to introduction to new concrete. The Permittee shall maintain an inspection log or summary including at least the date and time of inspection, observations made, and any maintenance, repairs, or corrective actions taken by the Permittee. This log of inspections shall be maintained by the Permittee for a period, of three years from the date of the inspection and shall be made available to the Division or other permitting authority, upon request. 1,5. The facilities are RMC Mid - Atlantic Runes Road and RMC Mid -Atlantic — Pineville. Neither of the systems have been modified in any way, so only Sections. I and II were completed as well as the Applicant's Certification, Also enclosed are copies of the previous permits for both systems. Both systems are designed to capture process water generated from the ready -mix concrete production operations, which includes rinsing of mixer truck exteriors, rinsing out the inside of the mixer drums, washing down the facility grounds, and miscellaneou°s discharges generated in the batching of concrete. The water enters a series of collection basins where solids settle out, The clarified water is then pumped to be used again for hatching concrete and rinsing out the inside of mixer drums. It has been my understanding that since the current general stormwater permit for ready -mix concrete facilities addresses process water discharges, we did not need to pave and maintain non -discharge permits for wastewater recycle systems. That is why renewals were not previously submitted at the time of the permits' expiration. If we are required to have these permits, then all other companies should be as well. Please check the files to see how many other recycle systems for ready -mix plants have non -discharge permitss. The facilities are RMC Mid - Atlantic — Reames Road and RMC Mid -Atlantic — Pineville. Neither of the systems have been modified in any way, so only Sections I and II were completed as well as the Applicant's Certification. Also enclosed are copies of the previous permits for both. systems. Both systems are designed to capture process water generated from the ready -mix concrete production operations, which includes rinsing of mixer truck exteriors, rinsing, out the inside of the mixer drums, washing down the facility grounds, and miscellaneous discharges generated in the hatching of concrete., The water enters a series of collection basins where solids settle out. The clarified water is then pumped to be used again for batching concrete and rinsing out the inside of mixer drums. It has been my understanding that since the current general stormwater permit for ready -mix concrete facilities addresses process water discharges, we did not need to 'have and maintain non -discharge permits for wastewater recycle systems. That is why renewals were not previously submitted at the .time of the permits' expiration. CHARLOTTE SOUTH PLANT PURPOSE: The purpose of the recycle system is to provide an area to dry returned concrete, collect and store process and storm water and to provide for utilization of collected water to manufacture ready mix concrete. WASTE WATER COLLECTION Areas that generate process water and as where the storm water is contaminated with cement are drained into the recycle basin. The recycle basin is designed to accommodate all process water generated, storm water runoff from normal rainfall, storm water runoff from the 100 year flood and 1100 cubic feet of settled solids. The elevation of the drying slab in relation to the elevation of the recycle basin is set to allow the drying slab to store storm water runoff from the 100 year flood. The areas that water is collected from are as follows: 1. Drying slab 3750 SF 2. Recycle Basin 1100 SF 3. Driveway Under Plant 600 SF 4. Rinse Station 1280 SF The water generated from these areas is collected by an opened top concrete "U" ditch to facilitate inspection and cleaning of the drainage system. Areas that water is collected from are separated from adjacent areas by curbs and grade changes. This prevents storm water from noncollected areas from entering the recycle basin and causing it to over flow. WATER UTILIZATION SYSTEM. A 7.5 horsepower self priming centrifugal pump (catalog cut enclosed) with a floating intake and associated piping distribute eater to points of use. The recycled water is connected to dedicated plant water piping and is used to mix ready mix concrete. The waste water is recirculated through the system to rinse out mixers, to rinse off the driveway under the batch plant and to rinse off the inclined slab in the recycle basin. DRYING SLAB When concrete is returned to the plant it is spread out in a thin layer on the drying slab. When the concrete is hydrated/dryed it is stockpiled on the drying slab, screened and incorporated into new concrete. The settled solids from the recycle basin are mixed with the reclaimed material prior to introduction to new concrete. The Permittee or his designee shall inspect the wastewater recycle facilities to prevent malfunctions and deterioration, operator errors and discharges which may cause or lead to the release of wastes to the environment, a threat to human health, or a nuisance. The Permittee shall maintain an inspection log or summary including at least the date and time of inspection, observations made, and any maintenance, repairs, or corrective actions taken by the Perrnittee. This log of inspections shall be maintained by the Pemiittee for a period of three years from the date of the inspection and shall be made available to the Division of Environmental Management or other permitting authority, upon request. 16. Any time that self -monitoring information indicates that the facility is not in compliance with its permit limitations. Persons reporting such occurrences by telephone shall also file a written report in letter form within 15 days following first knowledge of the occurrence. This report must outline the actions taken or proposed to be taken to ensure that the problem does not recur. 22. WASTE WATER COLLECTION Areas that generate process water and areas where the storm water is contaminated with cement are drained into the recycle basin. The recycle basin is designed to accommodate all process water generated, storm water runoff from normal rainfall, storm water runoff from the 100 year flood and 1100 cubic feet of settled solids. The elevation of the drying slab in relation to the elevation, of the recycle basin is set to allow the drying slab to store storm water runoff from the 100 year flood. This prevents storm water from noncollected areas from entering the recycle basin and causing it to over flow. WATER UTILIZATION SYSTEM A 7.5 horsepower self priming centrifugal pump (catalog cut enclosed) with a floating intake and associated piping distribute water to points of use. The recycled water is connected to dedicated plant water piping and is used to mix ready mix concrete. The waste water is recirculated through the system to rinse out mixers, to rinse off the driveway under the batch plant and to rinse off the inclined slab in the recycle basin. DRYING SLAB When concrete is returned to the plant it is spread out in a thin layer on the drying slab. When the concrete is hydrated/dryed it is stockpiled on the drying slab, screened and incorporated into new concrete.
