Dear Mr. Karl:
Please reference the Site Specific Mitigation Plan for the Robinhood/Dooley Stream
Restoration project dated December 22, 2011. This plan proposes restoration to approximately
2,902 linear feet of stream channels to be included in the City of Charlotte's Umbrella Stream
and Wetland Mitigation Bank (Bank). This plan will generate approximately 2,902 stream
mitigation units (SMUs). The proposed plans and credit ratios have been reviewed and approved
as proposed for inclusion into the Bank. We have determined that the proposed plan and credit
releases are in accordance with guidelines set forth in the Mitigation Banking Instrument (MBI)
entitled, "Agreement to Establish the City of Charlotte, Umbrella Stream and Wetland Mitigation
Bank in Mecklenburg County ", the Interagency Stream Mitigation Guidelines (April 2003) and
the recently published federal rule entitled Compensatory Mitigation for Losses of Aquatic
Resources (33 CFR Part 332). Also, on February 23, 2012 we received the real estate report for
the project as required by the MBI. The report and associated maps is acceptable and completes
the requirements of the MBI to allow the initial release of 15% of total anticipated restoration
credits (435.30 SMUs). If you have any questions, please contact me at (828) 271 -7980
