I understand the requirement as set forth regarding an analysis of a
representative sample of the animal waste should be submitted within 60 days
of application. This was an unintentional oversite on my part and I will be sure
that this requirement is met in the future.

Dear Mr. Lail:
On November 3, 2020, Michael Mellinger of the North Carolina Division of Water Resources. (DWR), Water Quality
Regional Operations Section (WQROS), conducted a Compliance Evaluation Inspection of facility AWC490008. During
the inspection, there was no usable Waste Analysis for pumping events that occurred in Spring of 2019.
Violation I: Applying Waste without a usable Waste Analysis
III. Monitoring and Reporting Requirements
5. An analysis of a representative sample of the animal waste to be applied shall be conducted in accordance with
recommended laboratory sampling procedures as close to the time of application as practical and at least within
sixty (60) days (before or after) of the date of application. Every reasonable effort shall be made to have the
waste analyzed prior to the date of application and as close to the time of waste application as possible. This
analysis shall include the following parameters: — G.S. §143-215.10C(e)(6)]
Nitrogen Zinc
Phosphorus Copper
DWR requests that you submit a written response within 30 days of receipt of this letter about how you plan you
plan to correct this violation so that is does not occur again. If you have any questions, please do not hesitate to
