4 sites within the Chowan River totaling 3 square miles & extract them at a site on the Wiccacon River using low impact methods of a diver & flotation devices attached to the logs for their commercial Counties Project Setting James Beasley David Farrow and Bruce Shepherd under project name Creek Reach Salvos (CRS) have submitted the attached application for a CAMA and Dredge & Fill Major Permit to retrieve ±2 submerged logs per day from 4 sites within the Chowan River totaling 3 square miles and extract them at a site on the Wiccacon River using low impact methods of a diver and flotation devices attached to the logs for their commercial log salvage operation from November 1 to February 14 of any year There are 4 proposed sites for salvaging logs from the Chowan River along an f7 5 mile stretch of the river The 4 sites are located from Coleram Beach to just north of Holiday Island and they are comprised of two 1 square mile areas and two 0 5 square mile areas The Chowan River is ±1 mile to t1 7 miles wide over the project areas and the water depths range from 10' to 30' at the proposed log retrieval sites The project extraction site is located at Beasley Farms property at the end of Beasley Farm Road off Swain Mill Road (SR 1441) adjacent the Wiccacon River off the Chowan River near Harrellsville in Hertford County North Carolina On the eastern side of the property a gravel access leads to a landing area on an oxbow of the Wiccacon River to a concrete pad with irrigation mtake equipment and a T head pier structure There is an ±1 8' wide area of upland just east of the pier structure that will serve as the extraction site The mouth of the Wiccacon River is f5 miles north of the most northern Site 4 and the extraction site is ±5 7 miles upstream of the mouth of the Wiccacon River The river is ±200' wide at the extraction site There are no known SAV s located within the proposed 4 project sites of the Chowan River nor at the extraction site within the Wiccacon River Vegetation at the extraction site on the Wiccacon River is mowed native grasses and weeds adjacent the gravel access hardwood swamp species immediately east of the site and native hardwoods and pines on high bank west of the site The elevation at the extraction site is approximately l' above normal water level (NWL) and raises in elevation to ±15' to ±20' The Chowan River is classified B NSW and the Wiccacon River is classified C NSW by the Environmental Management Commission The Chowan River in the area of the 4 proposed sites for log salvage operations is designated as joint anadromous fish spawning area (AFSA) waters by the Marine Fisheries Commission and Wildlife Resources Commission The Chowan River in this area is closed to shellfishing There are no documented archaeological sites within the Chowan River at the proposed salvage sites nor at the extraction site on the Wiccacon River Project Description The applicant proposes the removal of 10 inch diameter or greater logs from the Chowan River at 4 sites from November 1 to February 14 of any year with active permits A diver with the use of dive flags will be used to select log(s) secure a lag screw into the log and attach flotation devices consisting of 35 gallon lift barrels to be filled with air to float logs to the James Beasley David Farrow and Bruce Shepherd (Creek Reach Salvos) Chowan River & Wiccacon River Page 2 of 2 surface The logs will be towed by boat up the Chowan River to the extraction site on the Wiccacon River and a flag buoy will mark the end of the log during towing No more than two 18' to 25' boats will be used in any given day for the log salvage operations At the extraction site in the Wiccacon River a 280 HP tractor will be used with a cable attaching a metal skid to be placed under the front of each log to pull them out of the water onto uplands It is anticipated that t2 logs will be taken from the Chowan River bottom during a day s work of proposed log salvage operations The applicants are targeting cypress and pine logs for sale for custom interiors of boats and houses Anticipated Impacts There will be some short term turbidity during salvage procedure around each log as it is being floated from the Chowan River bottom to the surface No upland development is proposed under this application There are no proposed impacts to wetlands or SAV for this project Kimberly Hedrick —12 June 2012 May 29, 2012 Ms Kim Kedrick Mr Davis Moye The intention of the Creek Reach Salvos (CPS) group is to obtain a permit from the Department of Cultural Resources (DCR) for exclusive salvage right in locating and retrieving submerged logs from selected removal sites in the Chowan River Logs of ten (10) in diameter or greater are the targets for retrieval from a working depth range of ten (10) to thirty (30) feet deep and one hundred (100) feet from the main channel from November 1, to February 14th (See attached representative river cross section cutaway) Location of operations for salvaging sunken old growth logs to be carried out from the selected site(s) Jun Beasley is one of the three principals in Creek Reach Salvos (CRS), and farms land bordered by the Wiccacon Creek Irrigation for the farm is pumped from the creek landing The landing has been in use for several generations with a docking facility The Wiccacon is a tributary approximately 5 miles upriver of the proposed log savage site Once the logs have been floated to the near surface, a towing harness and line are used to move the logs by boat to the Beasley's farm The lift bags are plastic barrels used for floatation in the transport of logs to retrieval sites Leading end of logs placed in a metal skid at landing for placement on the property bank The log is then moved up the bank for outside storage Salvage procedure to be completed with 2 on -site retrieval boats (see photograph), diver swimming down to the log, selecting an appropriate one, securing a lag screw into the log, attaching floatation devices, inflating devices and floating log free and within reach of the surface without significant disturbance of the bottom Rates and location of sediment settlement depends on existing current Visibility in the proposed logging area is approximately 4 6 inched and log location varies between the channel and edges of this water Based on weather conditions,
