This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0004115. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. This inspection was conducted to determine whether the facility was being operated and maintained in compliance with Non-Discharge Permit WQ0004115. Danielle Hunter and Robert Barr with RPB systems were present and assisted in the inspection. Overall, the facility appeared to be compliant with Non-Discharge Permit No. WQ0004115. At the time of the inspection, several items were in the process of being repaired. The ORC indicated communication has improved between operations staff and Champion hills staff regarding notification of use of the spray irrigation system. This ensures samples can be collected as required by the permit. Pine trees have been cleared immediately surrounding the WWTP to reduce daily maintenance from pine needle debris entering the facility. Some damage was noted to the safety railing from the tree removal. The turnaround area has been expanded providing increased access to the facility for equipment and vehicles. Generator: A new generator was recently installed; however, it is not currently operational. Champion Hills staff are working with an electrician to determine the cause. ORC indicated the facility does not typically have issues with power reliability. Facility staff have noted an increased volume of wipes in the facility since the beginning of the pandemic; however, the ORC reports this has not significantly affected any of the treatment units. Mr. Galloway (Champion Hills Director of Grounds) indicated biannual FOGS education is distributed to residents. If not already included, it is recommended flushable wipes be added to the literature. Flow Meter: The flow meter was in the process of being replaced at the time of the inspection. Safety Grates/EQ Basin: All safety grates appear to have been replaced and new floats were recently installed within the EQ basin. Sludge Holding Tank: ORC reported she was unable to have the holding tank pumped down due to the sump no longer working (line appeared to be broken during the recent tree removal). The tank floats if this is not operational. Turbidimeter: The ARO and Central Office received the turbidimeter calibration information on 6/14/19, per section I.2 of the most recent permit. The permit issued in 2019 now requires annual turbidimeter calibration. Irrigation Pond: No tears were noted in the pond liner and the berms appeared free of any seeps or erosion. Pond had adequate freeboard levels and primarily contains rainwater since the irrigation system is not in use during the winter. O&M Plan: Parts of an O&M plan appeared to be maintained within the blower building at the WWTP. Champion Hills should review this documentation to ensure all elements required by the permit are included and kept in a central location for reference by all facility staff. This is to ensure consistency among all staff associated with the WWTP and spray irrigation system. Refer to section III.2 of the permit for the minimum information. Irrigation Equipment Calibration: Irrigation equipment was calibrated in 2018. As a reminder, irrigation equipment is required to be calibrated once per permit cycle. The next calibration will be due before the permit expires in 2024. Modification: Should Champion Hills wish to increase the irrigation area and/or add acreage to the permit, a major modification would be required. Additionally, please keep the Asheville Regional Office and Non-Discharge Permitting Branch apprised of any planned changes to the system. Irrigation occurs when the golf course is not in use. The facility does not have an upset pond. All upset wastewater manually diverted to the stream discharge. Champion Hills hopes to inspect the irrigation pond liner this year. The permittee may pursue additional acreage for the reuse permit. Reuse water not meeting fecal limits cannot be immediately diverted due to time required for analysis.
