Dear Mr Hightower
On April 9 2012 the Division of Water Quality (DWQ) received your application dated April 9 2012 to fill or
otherwise impact 0 18 acre of 404 wetlands (permanent impacts) and 0 10 acre of 404 wetlands (temporary impacts)
for multi family residential buildings The DWQ has determined that your application was incomplete and/or
provided inaccurate information as discussed below The DWQ will require additional information in order to
process your application to impact protected streams and buffers on the subject property This project is on hold
and incomplete until we receive the additional information requested below If we do not receive the requested
information your project will be formally returned as incomplete Please provide the following information so that
we may continue to review your project
Additional Information Requested
1 You are required to provide two copies of a Stormwater Management Plan for Phase 3 of Marquee Station to
DWQ for approval This plan should include but is not limited to the following
a Stormwater runoff from Phase 3 of Marquee Station must be treated by structural stormwater controls
(BMPs) that are designed to remove eighty five percent (85 %) of the average annual amount of Total
Suspended Solids (TSS) Stormwater runoff that drains directly to Nutrient Sensitive Waters (NSW)
must also me treated to remove thirty percent (30 %) of Total Nitrogen (TN) and Total Phosphorus (TP)
b All BMPs must be designed in accordance with the version of the NC DWQ Stormwater Best Management
Practices Manual that is in place on the date of the stormwater management plan submittal Alternative
designs may be approved if the applicant can show that the design provides equal of better water quality
protection htat the practices specified in the manual
c Two copies of a DWQ BMP Supplement Form and all required items at the specified scales for each BMP
that is proposed

NC 27699 -1650 If we do not receive this requested information within 30 calendar days of the date of this
letter your protect will be withdrawn and you will need to reapply with a new application and a new fee If you
need additional time to compile the information requested above please email Lauren Witherspoon
(lauren wtherspoon @ncdenr gov) requesting an extension and indicate a new date for submittal
This letter only addresses the application review and does not authorize any impacts to wetlands waters or
protected buffers Please be aware that any impacts requested within your application are not authorized (at this
