Project Description and History 4a.Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The existing conditions on site include(2)36"x 50'Corrugated Aluminum Pipes(CAP)that convey the waters of White Oak Branch through SR 1707 Panther Creek Road.The stream and crossline pipes have been accreting sediment for the past couple of years,likely due to a combination of agricultural runoff and severe storms.Due to the inability of the existing pipes to adequately convey high flows during storm events,the roadway at the site has been overtopped and washed out multiple times,most recently after the November 11,2020 Rain Event(see photo of outlet washout).The general land use in the vicinity of the project is Agricultural. 4b.Have Corps permits or DWR certifications been obtained for this project(including all prior phases)in the past?* r Yes l No r Unknown 4d.Attach an 8 1/2 X 11 excerpt from the most recent version of the USGS topographic map indicating the location of the project site.(for DWR) HPOTopo.pdf 310.37KB 4e.Attach an 8 1/2 X 11 excerpt from the most recent version of the published County NRCS Soil Survey map depicting the project site.(for DWR) WebSoil_Map.pdf 458.09KB 4f.List the total estimated acreage of all existing wetlands on the property: 4g.List the total estimated linear feet of all existing streams on the property: 130'in project area 4h.Explain the purpose of the proposed project:* The purpose of the proposed project is to restore adequate conveyance of the waters of White Oak Branch through SR 1707 Panther Creek Road to meet our current NCDOT Hydraulic Standards. 4i.Describe the overall project in detail,including indirect impacts and the type of equipment to be used:* Adequate conveyance through SR 1707 will be restored by removing the existing(2)36"x 50'CAP and installing a new 95"x 67"in diameter x 45'in length Corrugated Aluminum Arch Pipe(CAAP)with headwalls.Maintenance Excavation of the accreted sediment and roadbed material from previous washouts is proposed approximately 60'upstream and 70' downstream of the crossing.Temporary sheet pile will be installed immediately downstream and upstream of the proposed maintenance excavation area and bypass pumping will be utilized for site dewatering.Water from within the construction zone will be pumped into a silt bag for treatment prior to discharge back into the system.A temporary construction easement will be obtained from the adjacent farm owner who owns the agricultural property on the southeast and southwest side of the crossing.An excavator will access via the adjacent agricultural fields that abut the stream to perform the excavation.Any disturbed areas along the bank and adjacent fields will be matted with coir fiber and reseeded.The road will be repaved following the existing pipe removal and new pipe installation. 4j.Please upload project drawings for the proposed project.
