The proposed development consists of 1 charter school, including a
gymnasium. The project has received a sewer flow variance from the
State allowing a reduction in flow to 7.0 gpd/student. A total sanitary
sewer flow discharge of 5,250 GPD (see section VI.7 of FTA 04-16)
has been calculated. To service the development, 225 linear feet of 8"
PVC sanitary sewer main, and sanitary sewer pump station, and 2100
linear feet of 2" PVC force main are being proposed. The applicant,
Guilford Preparatory Academy, will own and maintain the proposed
sanitary sewer extension and pump station.

Dear Mr. Woods,
On June 22, 2020, with additional information received on September 18, 2020, the Division of
Water Resources (Division) received a request for an adjusted daily sewage flow rate (flow
reduction) for the proposed Guilford Preparatory Academy located in Guilford County, NC. The
letter requested an allowable flow rate of 3.11 gallons per day (gpd) per student.
In accordance with 1SA NCAC 02T.0114(f)(2), the Division has evaluated the request using the data
submitted and Division of Water Infrastructure (DWI) guidance. The evaluation was based on the
water meter readings and monthly water usage provided for the comparable TRIAD Math and
Science Academy from December 2018 to November 2019. The data was used to determine the
highest flow month. The highest typical flow month was estimated to be March 2019, and the
gpd/student was calculated using the number of school days and the total number of students.
Based on a detailed evaluation of the provided data, the Division hereby grants a reduction in
flow to 7.0 gpd/student for the proposed Guilford Preparatory Academy facility. This flow
reduction shall not apply to sewer extension applications and/or permits for any other facilities
or any other public/private organizations.
Future sewer extension applications should be made using the flow reduction amount stated above.
All other aspects of the permitting process remain unchanged, and all applications must be in
compliance with the statues, rules, regulations and minimum design criteria as certified by the
owner and engineer.
Regardless of the adjusted design daily wastewater flow rate, at no time shall the wastewater flows
exceed the effluent limits defined in the permit for the treatment facility or exceed the capacity of
the sewers downstream of any new sewer extension or service connection(s).
